To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). CS Ogamba issues ultimatum to principals withholding Form Four certificates

Cabinet Secretary for Education Julius Ogamba has delivered a severe warning to Secondary School Principals retaining students’ Form Four certificates due to incomplete payment of school fees.

He mentioned that his office had notified Principals to release the certificates without any conditions, and the timeframe for compliance has lapsed without adherence from the Principals.

“I urge head teachers to comply with that directive immediately when schools reopen,” he stated.

The CS expressed these remarks at Marani Catholic Parish as he joined other leaders, including Deputy President Kithure Kindiki, to fundraise for the construction of the Parish, describing the act as unlawful.
The Deputy President advocated for unity within the nation to ensure that the government can operate effectively and distribute its projects fairly across the country.

He dismissed President Ruto’s critics, asserting that his Kenya Kwanza government has successfully completed numerous projects throughout the nation in just two years and expressed hope for further achievements before the 2026 general elections.

“We acknowledge we have accomplished some positive results since your election of us, yet there are additional tasks remaining that require your patience as we seek to complete them,” he remarked.

The meeting received attendance from several other government officials, including Internal Security CS Kipchumba Murkomen, Majority Leader Kimani Ichungwa, and Kuria MP Mathias Robi.

Present from the Gusii region were MPs such as Senator Richard Onyonka, Japhet Mokaya, Kitutu Chache North MP, Steve Mogaka, West Mugirango MP, Patrick Osero, North Mugirango MP Sylvanus Osoro, South Mugirango, and Kisii County Woman Representative Donya Aburi.

Mathias Rioba emphasized the significance of the Church as it provides spiritual nourishment and solace to all individuals.
Robi noted that the church significantly contributes to the development of schools, augmenting government efforts, and promised to collaborate with the church for that shared goal of progress.

KNEC Justifies Decision to Eliminate Mandatory Mathematics in Senior School.

Education stakeholders have stressed that Mathematics will only be required at the primary and junior secondary school levels. According to Julius Nyabundi, Chair of the Kenya National Examination Council (KNEC), learners are well-prepared for life and higher education by the foundational skills in arithmetic acquired during these stages.

According to Nyabundi, the Competency-Based Curriculum (CBC) was developed to enhance numeracy until Grade 9, thus removing the requirement for the topic to be compulsory in senior school. He suggested that students in senior secondary school concentrate on subjects that align with their abilities, such as vocational or humanities courses, in order to improve academic performance and encourage greater involvement.

Senior secondary students have consistently performed poorly in Mathematics, with data showing a significant decline from primary school outcomes. National examination analyses show a significant drop in Mathematics performance between KCPE and KCSE, according to Andrew Otieno, KNEC Deputy Director for Quality Assurance and Archives.
For example, more than 80% of students in the 2022 KCPE Mathematics examination earned grades A to D+. However, just 17.46% of students stayed in that performance range by the time they took the KCSE. These numbers rank Kenya lower than Uganda, Tanzania, and Zambia in secondary Mathematics results.

Otieno claimed that a stringent grading and evaluation system, rather than a challenging curriculum, was to blame for this drop. He highlighted that Mathematics should only be a core subject for students whose future courses require it, and that the current system discourages learners, especially those not following STEM paths.

Senior School Mathematics Option

The Ministry of Education’s decision to make Mathematics elective in senior high school has ignited controversy. English, Kiswahili or Kenya Sign Language, Physical Education, and Community Service Learning will be part of the core required courses under the new framework.

Despite the opposition, forecasts show thataround 60% of senior school students will continue to choose Mathematics, particularly those following the Science, Technology, Engineering, and Mathematics (STEM) path. Otieno cautioned, however, that making Mathematics mandatory could impede students who are more interested in the arts.

KNEC reiterated that changing subject requirements could help solve the “dismal pass rate below 30 per cent” seen in KCSE Mathematics. Otieno also pointed out that other regional testing systems follow similar procedures.

Curriculum developers have justified making Community Service Learning and Physical Education mandatory subjects. Eunice Gachoka of the Kenya Institute of Curriculum Development pointed out studies that support the importance of Physical Education in overall learner health, cognitive growth, and psychomotor coordination.

Community Service Learning, she continued, is crucial for developing responsible and patriotic citizens, especially at a time when national values seem to be declining. The necessity of character-building elements in education to combat diminishing social values in the nation was reiterated by speakers at the KNEC symposium.

The Teachers Service Commission (TSC) has proposed a new administrative structure which, if adopted, aims to resolve the long standing leadership conflict between primary school headteachers and junior school teachers.

Since the junior school section was incorporated into primary schools in 2023, the combined institutions have been referred as comprehensive schools, with the primary school headteachers acting as the principals.

The Commission now proposes a structure in which the institution will be headed by a principal, assisted by two deputies: one for the primary section and one for the junior school.

Ms Antonina Lentoijoni, the Director of Staffing, revealed this information when answering questions from senators during a meeting in Mombasa.

However the new structure will require legal amendments to take effect.

“We actually have a challenge there. Even our junior school teachers do not respect the heads, especially when they know that they are P1 trained teachers. But this is a transitional period. Before the laws are enacted to recognise comprehensive schools, the primary school headteachers are still in charge of the junior school,” she added.

She was responding to the vice chairperson of the Senate Education Committee, Prof. Margaret Kamar, who had asked how the TSC handles issues that arise between primary school heads and junior school teachers.

“Until that happens, our headteachers are helping us, and they have guidelines on how to handle the situation. But at the moment, they are assisting us with junior school matters,” she said.

Teachers through the Kenya Union of Post Primary Education Teachers (Kuppet) and Kenya Junior School Teachers Association (KEJUSTA), have been demanding administrative autonomy from primary school headteachers.

They urgue that the current system hinders their professional and career development.

On Saturday 13th September, Kuppet secretary general, Akello Misori, was jeered at a meeting at State House in Nairobi during a meeting between teachers and President William Ruto.

Misori had suggested that junior schools be domiciled in secondary schools.

Ms Lentoijoni explained that the Commission is reviewing staffing norms to align with the recommendations of the Presidential Working Party on Education Reforms (PWPER).

“Two to three weeks ago, we received the guidelines on the rationalization of senior schools, and last year we received the same for junior schools, due to reforms implemented by the Education Taskforce. The review is necessary because of these reforms,” she said.

After the review TSC will know exactly how many teachers are required in junior schools.

Currently, the Commission is using the existing staffing norms for secondary schools.

“That is what has resulted in a shortage of 72,422 teachers in junior schools. We have now received all the guidelines from the Ministry of Education, which will enable us to determine the exact numbers,” said Ms Lentoijoni.

Although “comprehensive schools” are not yet legally recognised, the Ministry of Education has drafted Bills that are pending in the National Assembly.

However, the staffing officer insisted that junior school teachers must be qualified to teach in secondary schools.

This includes achieving a minimum mean grade of C (plus) in the Kenya Certificate of Secondary Education (KCSE) and at least grade C (plus) in two teaching subjects.

The Director revealed that the 14,000 primary school teachers recently deployed to junior schools to address an acute shortage met these requirements.

TSC acting Chief Executive Officer Ms Eveleen Mitei said teachers were deployed to junior schools because there was a surplus of teachers in primary schools.

“That is why we allowed qualified primary school teachers to move to junior schools. There is no shortage of teachers in primary schools other than those who leave and are replaced. There is a bit of stability at primary level,” said Ms Mitei.

During the State House meeting that was held on Saturday, President Ruto directed Education Cabinet Secretary Julius Ogamba to fast track crucial Bills to resolve issues in Competency Based Education (CBE).

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). CS Ogamba Clarifies the Situation on Making Mathematics an Optional Subject

Following days of increasing public pressure and confusion, the Ministry of Education has amended its contentious suggestion to make Mathematics an optional subject within the Competency-Based Curriculum (CBC).

Education Cabinet Secretary Julius Ogamba clarified the situation during the CBC National Conversation event that took place at the Kenyatta International Convention Centre (KICC) on Thursday, April 24.

“The majority of the stakeholders during the CBC dialogue felt that Mathematics ought to be required in senior school,” Ogamba stated.

“We have taken your concerns into account, consulted with KICD, and come to a conclusion that some version of Mathematics will be mandatory for the other two pathways. ”

This clarification comes after a surge of criticism from educational stakeholders, parents, and the general public, many of whom expressed worries regarding the long-term effects of de-emphasizing a crucial subject such as Mathematics in senior school.

Education Principal Secretary Julius Bitok also supported the ministry’s position, asserting that Mathematics continues to be a mandatory subject in both junior and senior schools across all pathways.
“There is no ambiguity,” Bitok remarked. “Mathematics is fundamental and will persist as a core subject. ”

The initial suggestion to render Mathematics optional in senior secondary for non-STEM pathways was withdrawn after thorough consultations with educational experts, the Kenya Institute of Curriculum Development (KICD), and several public forums.
While Ogamba’s wording—“some form of mathematics”—still caused some skepticism online, the central message was unmistakable: the subject is here to stay.

Critics had previously expressed concerns that diluting math would put students at a disadvantage when it comes to real-world problem-solving and future employment.

The Ministry now faces the challenge of making sure that the revised Mathematics curriculum in non-STEM tracks is practical, relevant, and in line with national educational objectives.
For the moment, the government seems to have made a complete turnaround—and Kenyans are observing how this vital subject will be put into action moving forward.

School Heads Urged to Prioritize Mental Health and Embrace Judo Sport

Secondary school heads in Kitui County have been encouraged to prioritize their mental health and introduce Judo (martial art) programs to improve student development and well-being.

Speaking during a three-day workshop in Mombasa, Clinical Psychologist Absaki Linda from Alpha Fitness Center Kitui acknowledged that school heads are under a lot of pressure from students, parents, and education officials.

The workshop, attended by school heads from Kitui County, aimed at equipping them with coping mechanisms for work-related stress and strategies for maintaining mental wellness.

“I attended one of their forums and heard them being asked about Key Performance Indicators and auditing. Meanwhile, nobody is asking them how things are back at home,” Linda stated during the Kenya Secondary Schools Heads Association (KESSHA) – Kitui Chapter retreat.

“These individuals face immense pressure, which often leads to burnout and depression if not properly managed,” she added.

At Alpha Fitness Center, she explained that they believe in the wholeness of an individual: mind, body, and soul.

“We should have safe spaces where teachers can engage in talks on mental issues to reduce stigmatization and the pressure they face,” Linda said.

Representatives from the Kenya Judo Federation (KJF) made a presentation highlighting the benefits of introducing Judo in schools.

KJF Deputy Secretary General Mr. Kennedy Kwithya stated that Judo is a martial sport that empowers children, helping them to acquire self-defense techniques—especially girls, with the increase in gender-based violence (GBV) in the country.

Kwithya said that Judo can be used from the primary level up to university, leveraging different career paths in the Competency-Based Curriculum (CBC).

“We’ve seen over the years the increase in popularity as the Kenya Defense Forces (KDF) has been participating in both local and international tournaments. We’ve also seen a lot of athletes joining Judo, especially because it is an Olympic sport,” he stated.

Margaret Musa, the KJF Deputy Treasurer, echoed Kwithya’s sentiments, stating that the Judo school program has come at the right time for schools under the CBC transition to senior secondary schools.

“This is the right time to integrate Judo as the Grade 9 students transition to Grade 10. Judo has many advantages—it helps the child in brain development, intelligence, self-awareness, and how to maintain themselves. Students who participate in Judo shun vices such as drug abuse,” Musa said.

She added that Judo also provides opportunities for students to excel, with scholarships being offered to those who work hard both in school and in the sport itself.

Felis Kivura, a Judo trainee, added that Judo not only gives self-defense skills but also improves the mental well-being of those who practice it. He urged the youth to embrace it as it will keep them engaged and open opportunities for them to interact and meet new people.

Pendo Katana, a Judo sports student from Kilifi County, praised the sport for opening opportunities for her to showcase her talent since her debut in 2018.

“The sport instills discipline and helps in behavioral change. And it’s also valuable in self-defense as a girl when someone attacks you,” she said.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible
