IMPLEMENTATION OF THE COMPETENCY BASED CURRICULUM (CBC) AT SENIOR SCHOOL

As you are aware, the first cohort of the Competency Based Education learners are expected to join Senior School in January 2026.

Senior School is the fourth (4th) level of Basic Education in the Competency Based Curriculum (CBC) coming after the Pre-Primary School (PPI and PP2), Primary School (Grades 1 to 6) and Junior School (Grades 7 to 9) levels.

The subjects at Senior School are classified according to three pathways namely:- Science, Technology, Engineering and Mathematics (STEM), Arts and Sports Science and Social Science.

The essence of Senior School is to offer learners a pre-tertiary/ pre-university/ pre-career experience during which the learners have an opportunity to choose subjects from the pathways where they shall have demonstrated interest and/or potential at the earlier levels.

Senior School (Grades 10 to 12) comprises three years of education for learners generally in the age bracket of Fifteen (15) to Seventeen (17) years, with the learners completing this level expected to demonstrate the CBC vision of being engaged, empowered and ethical citizens ready to participate in the socio-economic development of the nation or proceed to further education.

At this level, learners shall take Seven (7) subjects as recommended by the Presidential Working Party on Educational Reforms (PWPER, 2023).

These shall comprise of four compulsory subjects namely:

  • English,
  • Kiswahili,
  • Core Mathematics / Essential Mathematics
  • Community Service Learning (CSL)

For clarity, all the learners shall take English, Kiswahili and Community Service Learning (CSC).

Learners pursuing the STEM pathway shall take Core Mathematics while those who shall have chosen any of the other two pathways will take Essential Mathematics.

If a learner who is not pursuing the STEM pathway opts to take Core Mathematics, they should be allowed to do so depending on their Junior School assessment results.

In addition to the compulsory learning areas, the learner will select three more subjects.

It is advised that a learner takes at least two subjects from the chosen pathway.

This means that a learner may take up to three more subjects from the chosen pathway or take two subjects from the chosen pathway and one subject from another pathway.

However, it should be anticipated that a situation may arise where a learner’s career choice requires that they take one subject in each pathway. Such a situation should he permitted.

The choices of subjects shall be guided by the learner’s anticipated career, aptitude, interest and personality with guidance by the leadership of the Senior School.

Table 1 below provides a list of all the subjects on offer at Senior School under the CBC, for which curriculum designs have been developed by the Kenya Institute of Curriculum Development (KICD).

The Social Health Authority (SHA) has recommended that the Teachers Service Commission (TSC) cancel its existing medical insurance agreement with Minet Kenya and enroll teachers in the Public Officers Medical Scheme Fund instead.

This audacious proposal comes just days after the TSC told the Parliament’s Education Committee that SHA was unable to incorporate more than 300,000 instructors from around the nation into its healthcare system.

In addition to this, Parliament has deemed the deal an “amorphous structure” and is now urging TSC to end its contract with Minet Insurance brokers and a consortium of underwriters that provide medical cover services to teachers.

According to Kibra MP Peter Orero, instructors have complained that they are not given medication when they go to the consortium-approved hospitals and that they are instead forced to pay for it out of their own pocket.

Alternatively, the majority of teachers in Orero were being refused treatment at healthcare institutions and told they were not registered under the medical system.

The Commission’s lawyer tried to explain that the agreement with the consortium would expire in November of this year and that the decision on whether teachers would be integrated into the “enhanced” SHA system would be made at that time, but these attempts were met with opposition and calls to end the contract sooner.

“What sort of insurance coverage is this?” It’s a mixed breed. It lacks a head or tail. You are acquiring an insurer, a capitator, and an administrator through a lead consortium. A really amusing kind of insurance. “You have to get out of this thing,” Melly stated.

“We cannot continue to conduct things the same way and expect different results. The consortium is an amorphous organization that doesn’t provide services,” stated Luanda MP Dick Maungu.

Joseph Makilap, the representative for Baringo North, advocated for teacher banding in order for them to have access to superior health care.

“As TSC terminates this contract in the next six months, teachers will suffer. I propose that we divide them in lots and get them good insurance covers or we bundle them to SHA and God help us all,” Makilap remarked.

All teachers and their dependents are eligible for the Social Health Authority (SHA) benefits package, which is administered by three main funds—the Primary Healthcare Fund (PHC), the Social Health Insurance Fund (SHIF), and the Emergency, Critical, and Chronic Illness Fund (ECCIF)—according to SHA. Nevertheless, the SHA stresses that companies like TSC may provide supplemental coverage for additional perks through reputable private underwriters.

At present, TSC offers medical coverage through Minet Kenya, a private insurance provider. SHA advised the commission to rethink its arrangement by switching to the Public Officers Medical Scheme Fund, explaining that it does not oversee the Minet cover. With this fund, TSC would be able to offer free benefits based on a government-managed budget as opposed to relying on private providers.

Currently, more than 21.6 million Kenyans have already registered with SHA, and about 50,000 new registrations are being added every day. To guarantee service availability, SHA has also established partnerships with more than 8,000 healthcare facilities across the country.

Concerns about the quality, accessibility, and administration of the current Minet medical plan continue to arise, fueling the discussion about teachers’ medical insurance. Teachers’ unions and other education stakeholders have often brought up problems with service delays, inadequate medications, and negative hospital experiences under the Minet scheme.

In the near future, if TSC follows SHA’s recommendation, teachers may see a major change in the way their health insurance is handled, which may enhance healthcare access and save the commission millions in insurance expenses each year.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

National Knec Exams won’t be affected by budget cuts- CS Ogamba says

Education Cabinet Secretary Migos Ogamba has assured that the national Knec exams will proceed without interruption, despite a significant budget shortfall. Following the announcement of a Ksh.62 billion deficit in the education budget, Ogamba stated that the ministry is in discussions with stakeholders to implement urgent measures to support millions of students across the country.

During a session with the National Assembly Committee on Education, the CS acknowledged that there were no funds allocated for school examinations and supervision, even though Ksh.12.5 billion was needed. This lack of funding has raised concerns about the upcoming national exams for students at various levels, including the first-ever Kenya Junior School Education Assessment.

Nonetheless, CS Ogamba emphasized the government’s commitment to ensuring that all learners, regardless of their educational level, will not face disadvantages.

“Parents are not going to be required to pay examination fees. So, that issue…it was an omission and that omission is being attended to as we are discussing to ensure that it’s a standard,” he stated.

Other important areas affected by the budget cuts include quality assurance, which received no allocation; junior school capitation, facing a Ksh.14.7 billion shortfall; and the Free Primary Education programme, which has a deficit of Ksh.1.2 billion.

“That is something that is normal in the sector. So, sometimes the money is not enough, but we do go back and get the resources to ensure that the examination is done. So, for us as a government is just to tell the parents not to worry about it. We’ll be dealing with it,” added the CS.

The huge budget cuts have drawn sharp criticism from various stakeholders, who warn that the move threatens to derail key reforms in the education sector.

The Kenya Union of Post Primary Education Teachers (KUPPET) has called for the immediate reinstatement of the funds to safeguard the integrity of teaching and learning across the country.

PRESENTATION ON TEACHERS MEDICAL COVER UNDER PUBLIC OFFICERS MEDICAL COVER (POMSF)

BRIEF ON TSC MANDATE

The Teachers Service Commission, TSC, is an  independent constitutional commission established under  Article 237(1)  with the  mandate to: register trained teachers, recruit and  employee registered teachers, assigned teachers employed by the commission for the  service in any public school  or  institution,  promote and  transfer teachers, exercising disciplinary control over teachers, terminate the employment of teachers, review the standard of education and training of persons entering the teaching service, review the demand for and the supply of teachers and advice the  National Government on matters relating to the teaching profession.

BACKGROUND ON THE TEACHER’S MEDICAL COVER

The Teachers Medical Cover was set up in July 2015 under Minnet as the administrator by the  Commission to  replace the  medical allowance. Over time the Commission has improved on the  management of the cover by:

  •  Setting up a Contract  Implementation team;
  • Devolving the monitoring of the contract implementation at various levels i.e counties; and
  • Progressively reviewed the cover scope over time to align with the needs of teachers.

CHALLENGES OVER THE PERIOD OF IMPLEMENTATION  OF THE MEDICAL COVER

Despite the continuous improvement the following challenges persisted:

  • Limited empaneled hospitals across the country;
  • Insurance model;
  • Rejection of admission requests  forcing teachers to use  their own resources;
  • Lengthy procedures in Pre-authorization or approval for admissions and  discharges;
  • Inadequate specialists in most  facilities, especially outpatient services;
  • Inadequate supply of original quality drugs;
  • Poor management of Chronic conditions;
  • Few optical and  dental care providers empaneled;
  • Restricted  cover  for dependants (moreso for teachers with more dependants than  the  maximum  provided by the  employer);
  • Lengthy onboarding criteria; and
  • One fit benefit structure.

COMMISSION’S  ACTION TO MITIGATE THE CHALLENGES

Following enactment of the regulations of the  POMSF the  Commission intends to engage the Social Health Authority to manage the  teachers Medical Cover with the existing covers limits under the Public Officers Medical Scheme Fund.

1. Limited empaneled hospitals across the country  (816) SHA will now give 9,016 hospitals across the country. (these include, public, private and  faith based hospitals)
2. Rejection of admission  requests are now forcing teachers to use their own resources The admission process has now been fully automated with zero  human interface. The teacher will  be  required to utilize his/her limits responsibly to cover the  year.

  • A 30-day  waiting period applies when a member changes their declared spouse for the first time before  the new spouse becomes eligible for services.
  • For any subsequent spouse change, a 6-month waiting period applies before eligibility for services
  • In case the change is due  to death of a spouse, the waiting  period does  not apply.

Rehabilitation Package: Drug and Substance Abuse

Includes rehabilitation treatment for persons addicted to harmful or hazardous psychoactive substances.

Radiology Package

Includes ALL diagnostic imaging services e.g. CT-Scan, MRI, Mammography, EEG, ECG

Orthopedic and Other Appliances

Covers devices  such as hearing aids, prosthetics, and mobility aids (e.g., crutches, wheelchairs)

Oncology Package

Includes treatment for cancer  patients using radiotherapy, chemotherapy, hormonal therapy and immunotherapy.

Dental Package

Covers consultations, orthodontics, root  canal treatment, post-root canal crowns, fillings, X-rays, and extractions (including  surgical extractions).

Optical Package

Includes cost of consultation with ophthalmologist/optometrist, eye testing, glasses for refractive errors, optical frames and lenses.

Emergency Care

Covers emergency evacuation(road & air) for principal  members and dependants to facilities with adequate care, ensuring timely access to critical treatment.

Foreign Treatment

Cover for treatment costs  arising from a condition that  warrants treatment that  is not available in Kenya. Cover includes;

  • Treatment cost for patient and organ donor where applicable,
  • Cost of travel and accommodation for the patient and one person accompanying the patient,
  • Cost of travel and accommodation for medical  personnel accompanying a patient on recommendation by the referring  Doctor  for a period not exceeding two days.

Emergency cover is  provided for a principal member who is on official duty out of the country for a period  not exceeding 6 weeks.

SHA shall provide travel insurance cover on request to a Principal Member travelling  outside the country.

The following are the requirements for issuance  of travel insurance:

1. Clearance letter from the authorizing officer;

2. Cover letter to SHA from the respective employer;

3. Copy of Bio-Data page of the Passport/ Travel Pass Document;

4. Proof of travelling date.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

iamo Technical and Vocational College (RIAMO TVC) is located along Kisii Mogonga Road in Kisii CountyIt was established to offer technical education and training to the youth. The institution was initially housed at St. Vincent Centre in Kisii town before moving to its current location in 1980. 
RIAMO TVC is a public technical training college under the Ministry of Education, State Department of Vocational and Technical Training. The college emphasizes practical industrial applications in its Level 4, 5, and 6 courses. It is committed to providing affordable, accessible, sustainable, and quality training, and ensures its services are effective and efficient, meeting client expectations. 
The college has grown since its inception, adding more courses and expanding its facilities, including workshops, a typing pool, a dining hall, and a hostel. It was elevated to a national polytechnic in May 2016.

TVC (Technical and Vocational College) courses vary in duration, depending on the specific course. Generally, Craft Certificates take 1-2 years, while Diplomas can range from 2-3 yearsSome short courses, like welding or baking, may be completed in a few weeks or months.

Riamo TVC online application

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. Start your application by clicking on this Kuccps Student Portal Link.
You can also apply directly to the institution for admission.
 
The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

Riamo Technical and Vocational college admission requirements

To qualify for any course at Nyakach Technical Training Institute, you must first meet the requirements below;

  1. Be a Kenyan citizen and have either an Identification card or a birth certificate to prove this.
  2. You must have completed your KSCE and received your certificate.
  3. Have scored the required minimum grade as per the programme you are applying for.
  4. You need a mean grade of:
  • C– (minus) and above for diploma courses.
  • D (plain) and above for craft certificate courses
  • D – (minus) and below for artisan certificate courses

Riamo TVC Kuccps application procedure

After confirming that you qualify for a course at the Technical Training Institute, the second step is to apply to the TVET College. There are two ways to apply to  Vocational and Training Institute; physically collect the application letter from the institution’s admission office. Apply through the Kenya Universities and Colleges Central Placement Service (KUCCPS). As this is an online application, you must carefully follow the instructions given to ensure a successful application. The process is as given below;

  1. Log into kuccps.ac.ke.
  2. Click on the apply now tab and choose your preferred programme.
  3. Once a course is successfully selected, the website automatically redirects you to the student portal for KUCCPS.
  4. Click on the log-in prompt. You will be prompted to enter your KCSE index number, year of completion, and password as previously selected.
  5. On a successful log-in, click on institutions. Scroll through the list of available TVET colleges and select the TVC.
  6. The screen displays the college and all the courses on offer for that academic year.
  7. Click on the course you want to apply. A 7-character code appears; note this down.
  8. Click on the revision tab. Click on Apply now; it prompts you to enter the 7-character code you noted down. Enter the code and submit your application
  9. Finally, make the necessary application payments through your mode of choice from the provided list; preferably MPESA.
  10. In the KUCCPS online application, a successful submission must have the programme code, name/duration, and the institution’s name. If successfully considered, you will receive an admission letter via the portal that you download and use to get admission to the institution. Of course, you will also receive your admission results via SMS.

TECHNICAL AND VOCATIONAL COLLEGE FEES STRUCTURE

The annual tuition fee for TVET courses at many Kenyan Technical and Vocational Colleges (TVCs) is Ksh 67,189This includes a government capitation of Ksh 30,000 per trainee, leaving a balance of Ksh 26,420 to be paid by the student, which can be paid in installments. Additionally, students may be eligible for a HELB loan of Ksh 40,000. Other potential costs include KUCCPS registration fees, industrial attachment fees, and examination fees.

How TSC intends to use Sh70bn on new teachers

TSC urgently requires Sh70bn to recruit 98,461 teachers

Teachers Service Commission (TSC) has said that a total of Sh70 billion would be required to recruit 98,461 teachers for Junior Secondary and High School. According to the Teachers’ employer, this will reduce the current shortage in public schools.

Outgoing TSC Chief Executive Officer, Nancy Macharia, has at the same time denied allegations that her commission abdicated its recruitment role and left it to politicians during funerals.

Appearing before the Senate National Cohesion, Equal Opportunities and Regional Integration, chaired by Marsabit lawmaker Mohammed Chute, Macharia told the committee that the commission has so far recruited 68,313 teachers for JSS on permanent and pensionable terms.

Macharia’s disclosure of the Sh70 billion came after Busia Senator Okiya Omtatah questioned about the budgetary deficit to be able to discharge constitutional obligation to ensure that every child.

“If we were to have Sh70 billion, we would need to satisfy the schools optimally. In Junior Secondary, we have a shortage of 72,442 teachers. In Secondary school, the 8-4-4 system, we have 26, 039 shortage of teachers,” said Macharia.

Macharia disclosed that the commission recruited some 9,000 teachers in the 2022/2023 financial year, 39,550 teachers in the 2024/2025 financial year and a batch of 20,000 teacher interns who reported in January this year.

“This brought the total targeted recruitment to 68,550 positions. Out of these, 68,313 teachers have so far been recruited and deployed across the country, leaving a total of 237 vacancies unfilled due to a lack of applicants,” said Macharia.

According to Macharia, vacancies comprises of 56 permanent and pensionable vacancies in Mandera County and 181 intern vacancies in Mandera (114), Marsabit (34) and Wajir (33) respectively.

Macharia further told the Mohammed Chute-led committee that recruitment of teachers is conducted at the sub-county, which is aimed at according all Kenyans equal opportunity for employment.

Of the 68,313 Junior Secondary School teachers recruited, the Kalenjin community takes the lion’s share with 10,769, followed by Luhyas (10,466), Kamba (9,557), Kikuyu (8,799), Luo (8,721) and the Abagusii at 6,796 respectively.

The Ameru (4,087), Mijikenda (1,851), Maasai (1,741), Embu (883), Tharaka (608), Mbeere (526), Teso (510), Taita (435), Somali (347), Pokot (204), Samburu (136), Turkana (131) and Duruma (115) respectively.

However, the Senators hard pressed the TSC boss as to why in the recruitment process, they abdicated their role and allowed politicians to run amok and dish out the recruitment letters.

Senators Chute (Marsabit) and Omtatah (Busia) took Macharia to task on what happens to the teachers who were recruited at funerals by politicians.

“How many of these 68,000-plus Junior Secondary teachers were employed by politicians, and how many were employed by professionals in the commission? After they are employed, are they under TSC or the office of the president?” posed Chute.

In her response, Macharia said: “We also saw this in the news. Our recruitment is well guided by our policies and guidelines.”

This response annoyed Senator Omtatah, who said that the response was akin to sweeping the issue under the carpet.

“You need to answer the question with a lot of seriousness. You cannot brush it off. It is a matter of public notoriety, and people are on your payroll, having been recruited at funerals. It is a fact we have,” fumed Omtatah.

He added: “If it was done against your policy, you should have resigned. That is what serious civil servants do. When politicians encroach on your stuff, you pull the rug from under their feet. It is a fact that it happened, let us not sweep it under the carpet.”

However, Macharia defended herself, saying that her commission did not recruit the teachers through the politicians but at the sub-county level as per the TSC guidelines.

“We did not give these papers to any politician. It is a bad thing. We have our guidelines, which we send out. As the CEO, it is a bad thing when you see things happening. However, TSC was not involved in it. We are putting facts as they are,” said Macharia.

She went on to say: “TSC does recruitment at the sub-county, and the 68,313 were strictly recruited by TSC. The Office of the President does not recruit for TSC. The commission should be left to do its work on recruiting using the budget that we have. We would want to run a professional agency.”

She explained that TSC took the number of classes of JSS because they are domiciled in primary schools.

“The allocation given nationally is divided among 47 counties. Each county will get a proportion depending on the numbers. The number given to the counties will further be subdivided equally within the sub-county,” said Macharia.

The Grade 10 School and Career Pathway Selection System is a national digital platform developed to assist Grade 9 learners in making informed decisions as they transition to Senior School. The platform enables students to select their preferred Pathways, Subject Combinations & Senior Schools in line with Kenya’s Competency-Based Education (CBE) framework.
The goal is to empower learners to take control of their educational journey by aligning their selections with their individual talents, interests, and aspirations.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

RETOOLING OF SENIOR SCHOOL TEACHERS IN COMPETENCY BASED EDUCATION

The Teachers Service Commission has planned the retooling of senior school teachers in Competency Based Education (CBE) with effect from 28th July to 15th August, 2025.

The training will be done face to face in selected suitable venues and or procured venues in the county.

Table 1: The dates for the face-to-face smart cascade model of training are as follows:

The target participants retooling are senior school teachers, regular and SNEs who will handle aged and staged based learners in the pathways offered in the CBE curriculum.

Target Participants

The target participants for retooling are teachers currently teaching in secondary schools regular, SNE and Vocational institutions.

The teachers will be clustered as per the subjects in the pathways;

i) Science, Technology, Engineering and Maths (STEM) – Pure sciences, Applied sciences and technical studies.

ii) Social Sciences – Languages, Humanities and Business

iii) Arts and Sports science – Sports, Arts and Music

Criteria for selecting teachers to be retooled

Selecting of teachers to be retooled will be done based on the number of teachers on duty as follows;

The Mode of Training

The model of retooling will be smart cascade done face to face using a multi agency approach.

The teacher capacity development will be conducted as follows;

i) The Master Trainers will train the Trainers of Teachers (TOTs) for 5 days. The TOTs must have at least a teaching subject listed in table 2. They include Curriculum Support Officers, Teacher Educators (Tutors), TSC Sub County directors and MOE Quality Assurance Officers and champion teachers.

ii) Master Trainers will have a meeting with CDs to coordinate the teacher training in the counties and sub counties after TOTs training.

iii) The TOTs will train teachers face to face for 5 days

iv) The Master Trainers will offer professional support during teacher training

v) The exercise will be residential for ASAL and SNE but non-residential for non ASAL

vi) The SNE teachers to be clustered according to their areas of specialization (HI, VI, MH, PH)

The purpose of this MEMO is to kindly request you to;

i) Nominate and invite the TSC sub county Directors, Curriculum Support Officers, Tutors, teacher champions, MOE Quality Assurance Officers for TOT and teacher training for both regular and SNE. The TOTs must be proficient in subject mastery in the subjects listed in table 2.

ii) Invite senior school teachers nominated as per the subjects. Ensure even distribution across the subjects listed in table 2: (STEM, Social Sciences, Art and Sports pathways)

iii) Invite SNE teachers per School as per the data provided

iv) Invite teachers from Vocational centres as per data provided

v) Coordinate the County and Sub County training meetings

vi) Invite teachers from private schools and inform them to cater for expenses on transport, meals and accomodation

vii) Invite the expected number of teachers for retooling and trainers of teachers as per data provided. Each class for regular teachers is expected to host 60 participants and be handled by 3 ToTs to allow for effective retooling, coaching and support.

viii) Identify and prepare appropriate training venues for regular and SNE teacher training

ix) The venues identified must be convenient and with appropriate infrastructure

x) Prepare teacher training report and submit to the Director TPM

xi) Submit summary training data per county as per template provided in table 7 immediately after the retooling exercise.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • Choose three subject combinations that align with your interests and strengths.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible
