TSC Addresses Promotions Controversy, Pushes for a Collaborative Resolution
The Teachers Service Commission (TSC) released a statement today supporting the recent promotion of 25,000 teachers now facing heightened scrutiny and criticism from multiple stakeholders, including Parliament and teacher unions.
The Commission asserted that the process was conducted with fairness and transparency.
During her remarks at the graduation of TSC at the Kenya National Schools Principals Forum in Mombasa, Chief Executive Officer Dr. Nancy Macharia addressed the issue for the first time, expressing hope that dialogue would resolve all concerns.
She reaffirmed the Commission’s dedication to maintaining integrity and ensuring that deserving qualified teachers receive recognition.
According to Dr. Macharia, TSC has implemented various service delivery reforms aimed at enhancing its service delivery, particularly in the management of schools nationwide.
She noted that the standard promotions were part of broader efforts to acknowledge professionalism and work ethic among professionals in this field.
Nonetheless, the promotion has faced significant criticism, particularly from the Kenya Union of Post-Primary Education Teachers (KUPPET). In a statement, KUPPET’s acting secretary general, Moses Nthurima, expressed concerns regarding the fairness of the distribution allocation.
He pointed out that the allocation of promotion slots across counties does not consider the teacher populations in each, as some counties will receive the same number of promotions despite large discrepancies in teacher workforce sizes.
Nthurima also alleged that some of the promoted teachers possess a significant experience deficit compared to their colleagues, raising suspicions of political interference.
He questioned the transparency of the process and condemned the Commission for failing to consult with unions prior to finalizing the promotion list.
For her part, Dr. Macharia firmly rejected claims of political influence, stating that she does not attend political functions or engage in such matters.
She emphasized that the promotions were based on merit and aligned with government policy to decentralize recruitment and establish equal opportunities across regions.
TSC urged all parties involved to participate in constructive dialogue so that the teaching sector does not lose sight of enhancing education standards.
Dr. Macharia expressed optimism that a consensus would emerge soon, permitting promoted teachers to take on their new roles without any further delays.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS
• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway
The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation
Out of the 12 schools selected based on pathway;
9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.
How Placement of learners to Senior Schools (SS) at Grade 10 will be done
It will be based on:
Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in schools of choice
Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice
Admission and replacement process
Placement results will show where learners have been placed
Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
All schools, both public and private shall admit Grade 10 through KEMIS
Leaners will be entered to the KEMIS System only after reporting physically to the school.
Daily online reporting shall be monitored through KEMIS
Replacements at Senior Schools
Schools with vacancies will declare through their respective county directors of education
Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
Priority shall be given to those who had earlier selected the schools they are requesting for Approvals by MoE shall be based on senior schools’ documented capacity
Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases

KUPPET ‘chases away’ two top branch officials over forgery and misconduct
The Kenya Union of Post-Primary Education Teachers (KUPPET) has today expelled two of its branch bosses over disciplinary breaches involving forgery, criminal disinformation, and incitement.
In a statement In an official statement dated July 28, 2025, KUPPET Secretary General Akelo M.T. Misori confirmed the removal of Mr. William Lengoyiap as Executive Secretary for the Samburu Branch and Ms. Yvonne Musyoka as Vice Chairperson for the Machakos Branch.
“The union will not allow a few individuals to tarnish its name through unethical and illegal conduct,” said Mr. Misori. “We took the necessary steps following a thorough and fair disciplinary process.”
According to the union, Mr. Lengoyiap was found to have used a forged payslip to secure a loan from Stanbic Bank—an act deemed to have placed the union at financial risk.
Musyoka’s case reportedly involved spreading falsehoods, inciting unrest among teachers, and mobilising unsuspecting members to participate in a campaign of defamation.
“This is a betrayal of trust,” said a senior KUPPET official familiar with the investigation. “Teachers look up to their leaders for guidance and protection—not to be misled or manipulated,” the statement reads.
KUPPET pointed out that the two officials ceased to hold office as of July 17, 2025, and are now prohibited from transacting any business or speaking on behalf of KUPPET.
The public, union members, and stakeholders were also cautioned against engaging with the duo in any official capacity.
Misori assured members that service delivery in Samburu and Machakos will gp on uninterrupted.
“Our commitment is to the welfare of our members and the future of our union,” Misori concluded. “We will not be distracted by individuals who put personal interest above professional duty.”
The action is part of a broader clean-up effort by KUPPET to eliminate internal malpractice and restore confidence in its leadership, following growing concerns about forgery, misinformation, and misuse of office.
Parents request prompt capitation prior to the reopening of schools
Parents across the nation have expressed worries about the slow release of capitation funds by the Ministry of Education, just days ahead of schools reopening for the second term.
With educational institutions about to resume, school leaders and parents are concerned that additional delays could hinder operations, impacting the quality of education.
Public schools heavily depend on government-provided funds to manage operational expenses, such as staff salaries, infrastructure upkeep, and learning materials. Nonetheless, ongoing delays in funding disbursement have left numerous institutions struggling to fulfill their financial obligations.
“We cannot efficiently run schools without prompt funding,” stated Ann Langat, a parent representative from Bomet County. “Delays compel schools to impose additional levies on parents, many of whom are already grappling with elevated living costs. ”
Education stakeholders are now urging for stricter oversight to guarantee that capitation funds are disbursed punctually. “The government must place education funding as a priority to prevent unnecessary disruptions,” remarked Grace Tanui, a teacher in Kericho. “Delays negatively impact both students and institutions. ”
As the countdown to reopening day continues, parents and school leaders remain optimistic that the ministry will act promptly to prevent another crisis.
The delayed allocation of capitation funds to public schools continues to be a recurring challenge, affecting learning and compelling institutions to operate on limited budgets. Capitation funds, allocated per student under the Free Primary and Day Secondary Education programs, are intended to cover critical school expenses, including textbooks, infrastructure, and operational costs. However, delays have become a common occurrence, leaving school administrators financially strained.
“This is not a new problem—it occurs every term,” commented Jane Muthoni, a teacher in Nakuru County. “We are compelled to borrow from suppliers or request additional contributions from parents, which undermines the principle of free education. ”
The repercussions of delayed capitation encompass accumulated debts, burdened parents, poor learning conditions, among others, and delays in repairs, among other issues. The Ministry of Education has consistently vowed to ensure timely fund disbursements, yet delays continue. In the 2023 financial year, Auditor-General reports indicated that some schools received funds months late, necessitating deficit spending.
“We are in the process of distributing the funds and anticipate their release soon,” mentioned a ministry official who requested anonymity. However, stakeholders continue to express skepticism, highlighting a lack of accountability. Education experts argue that systemic inefficiencies, bureaucratic obstacles, and inadequate budget planning contribute to the delays.
“The government needs to automate and simplify the disbursement process to align it with school terms,” asserted Dr. Moses Malawi, an educationist. “Delays threaten to undermine the very foundation of free education. ”

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.
1. How you can Choose a Career Pathway:
Identify your interests and potential career aspirations.
Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
Confirm your choice to proceed with the pathway.
2. Select Subject Combinations:
The portal will provide you with a list of subject combinations available within your chosen pathway.
Choose three subject combinations that align with your interests and strengths.
3. Select Preferred Senior Schools:
For each subject combination, select four schools from the available clusters.
This ensures a diverse range of options and equal representation from different categories of schools.
A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

The Grade 10 School and Career Pathway Selection System is a national digital platform developed to assist Grade 9 learners in making informed decisions as they transition to Senior School. SELECTION OF PATHWAYS AND SENIOR SCHOOLS
• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway
The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation
Out of the 12 schools selected based on pathway;
9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.
How Placement of learners to Senior Schools (SS) at Grade 10 will be done
It will be based on:
Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in schools of choice
Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice
Admission and replacement process
Placement results will show where learners have been placed
Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
All schools, both public and private shall admit Grade 10 through KEMIS
Leaners will be entered to the KEMIS System only after reporting physically to the school.
Daily online reporting shall be monitored through KEMIS
Replacements
Schools with vacancies will declare through their respective county directors of education
Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
Priority shall be given to those who had earlier selected the schools they are requesting for Approvals by MoE shall be based on senior schools’ documented capacity
Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
Replacement will be done once and shall be irreversible
