IMPLEMENTATION OF PHASE 1 OF THE COLLECTIVE BARGAINING AGREEMENT 2025-2029 FOR TEACHERS
1. Introduction
On 1 8 th July 2025, the Teachers Service Commission (TSC) signed Collective Bargaining Agreements (CBA) with the Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET) and Kenya Union of Special Needs Education Teachers (KUSNET).
The agreement has reviewed the terms and conditions of teachers including remuneration payable to teachers. The CBA will be implemented in four (4) phases with effect from 1 st July 2025 to 30th June, 2029.
2. Application
This Circular shall apply to all teachers employed by the Commission and are in service as at 1 st July, 2025.
3. Implementation Period
This Circular is effective from 1 st July, 2025 to 30th June, 2026.
4. Incremental Dates
Teachers converting into the new salary scales will retain their current incremental dates. However, where the incremental date falls on 1 st July, 2025, teachers will be granted their annual increment on the existing salary scales then convert to the new salary points with effect from the same date.
5. Annual Salary Increment
Annual salary increment for all teachers will continue to apply as provided for in the Code of Regulations for Teachers (2015).
6. Grading and Salary Structure
The current grading structure and designations will continue to apply as set out in Table 1. The salary conversion tables are as set out in tables 2-12 attached to this Circular.
7. Allowances
i) House Allowance rates are categorised in three (3) clusters namely: –
Cluster 1: Nairobi City
Cluster 2: Mombasa, Kisumu and Nakuru Cities, Nyeri, Eldoret, Thika, Kisii, Malindi and Kitale municipalities.
Cluster 3: All other areas.
The rates for payment of House Allowance are set out in Appendix A.
ii) The Baggage Allowance has been reviewed as per Appendix B.
iii) Hardship, Commuter, Leave and Disability Guide Allowance shall be paid, where appropriate, as set out in Appendix C.
iv) All other allowances shall be paid as per the provisions of the Code of Regulations for Teachers (2015).

The Teachers Service Commission is a constitutional Commission established under articles 257 of the Constitution of Kenya and is mandated to manage teachers and secretariats on employment and hiring process.
I therefore (DIRECT) that the contract teachers of the second quarter to be posted this month from 28th April 2025 to allow the smooth running of the IPPD payroll to avoid mixing up contract and permanent terms on payroll, as we use one payroll with different terms of appointment.
Teachers who are to be posted under permanent terms and replacement for those who retired from service should start getting their posting letters as from 29th May 2025 after we rolled out the payroll for April 2025 by this time posting letters should be released within one week before the National Budget reading.
Please note that all second quarter posting of teachers should end by 18th June 2025.
The (TSC County DIRECTORS) and should principals and head teachers respectively are hereby directed to send back the casualities return to the Commission to facilitate payments of salaries by end June 2025 as our services are online.
I further direct that all teaching vacancies will be shared out equally to ensure all 47 counties get enough teachers to address shortages of teachers in every county.

Application Process for the Teachers Service Commission’s 2025 Teacher Recruitment: Availability of 2,014 Positions
The Teachers Service Commission (TSC) has announced the availability of 2,014 job vacancies aimed at filling positions vacated by teachers who have left the profession due to natural attrition. In a public announcement made on Tuesday, May 6, 2025, the Commission confirmed that all successful applicants will be employed on a permanent and pensionable basis.
The distribution of these vacancies spans various educational levels, with 1,309 positions allocated to primary schools, 32 to Junior Secondary Schools (JSS), and 673 to secondary schools. The recruitment process will adhere to the TSC Recruitment Guidelines for the 2024/2025 Financial Year, as outlined in Circulars Nos. 19/2024 and 20/2024.
Qualifications and Application Procedure
To be eligible, applicants must be citizens of Kenya and registered teachers with the Teachers Service Commission. Those seeking positions in primary education must possess a P1 certificate. Candidates applying for roles in JSS and secondary schools are required to hold a diploma in education, with a minimum Kenya Certificate of Secondary Education (KCSE) grade of C+ and at least a C+ in two teaching subjects.
The TSC has mandated that all applications be submitted exclusively online. Interested and qualified individuals should apply via the TSC website at www.tsc.go.ke under the ‘Careers’ section or through teachersonline.tsc.go.ke. The deadline for application submissions is set for midnight on Monday, May 19, 2025.
Additionally, the Commission has provided comprehensive information regarding available vacancies categorized by county and school on its official website.
TSC Provides Explicit Guidelines for Applicants
The TSC has emphasized that shortlisted candidates are required to present their original academic and professional certificates during the interview process. The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation
Out of the 12 schools selected based on pathway;
9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.
How Placement of learners to Senior Schools (SS) at Grade 10 will be done
It will be based on:
Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in schools of choice
Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice
Admission and replacement process
Placement results will show where learners have been placed
Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
All schools, both public and private shall admit Grade 10 through KEMIS
Leaners will be entered to the KEMIS System only after reporting physically to the school.
Daily online reporting shall be monitored through KEMIS
Replacements
Schools with vacancies will declare through their respective county directors of education
Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
Priority shall be given to those who had earlier selected the schools they are requesting for Approvals by MoE shall be based on senior schools’ documented capacity
Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
Replacement will be done once and shall be irreversible

Click on the log-in prompt. You will be prompted to enter your KCSE index number, year of completion, and password as previously selected.

The screen displays the college and all the courses on offer for that academic year.
Click on the course you want to apply. A 7-character code appears; note this down.

The annual tuition fee for TVET courses at many Kenyan Technical and Vocational Colleges (TVCs) is Ksh 67,189. This includes a government capitation of Ksh 30,000 per trainee, leaving a balance of Ksh 26,420 to be paid by the student, which can be paid in installments. Following your placement, you are eligible for a Government scholarship, Loan and Bursary to assist with your educational expenses. If you need Government financial support, you MUST make an application for consideration through the official website www.hef.co.ke. In the case Government scholarship, Loan and bursary do not cover the entire cost of your program, the deficit will be met by your parent/guardian.
