New Teacher Transfer Rules by TSC: All You Need To Know

New Teacher Transfer Rules by TSC: All You Need To Know

In a significant update to the policy that will impact numerous educators nationwide, new guidelines for teacher transfers have been established to promote fairness, health considerations, and stability within the education sector.

The newly articulated framework, detailed under the document titled “Factors to Consider in the Teacher Transfer,” emphasizes crucial areas that the Teachers Service Commission (TSC) and associated authorities must evaluate prior to transferring teachers. These measures are intended to balance staffing requirements while also safeguarding teachers’ welfare.

Here’s all the information you should know about the new transfer guidelines:

1. Age of the Teacher Takes Center Stage

Teachers aged 56 and older will now be excluded from being transferred away from their current work locations. This initiative is intended to safeguard senior teachers from the strain of relocation and enable them to complete their remaining years with reduced interruptions.

The age consideration recognizes the significant role that seasoned teachers play in sustaining school stability, particularly in rural and underserved areas.

2. Health Status is Now a Major Factor

Teachers facing terminal illnesses will now be safeguarded against transfers beyond their present sub-county of employment. Nevertheless, each case will be assessed on an individual basis. Key aspects to consider will include:

Supporting medical documentation
Access and availability of suitable medical facilities
Other specific factors relevant to the proposed posting

This strategy guarantees that teachers dealing with serious health challenges are not subjected to further difficulties due to unwarranted relocations.

3. Special Considerations for Teachers With Disabilities

Teachers possessing the appropriate disability certification will also be protected from transfers outside their current sub-county. This initiative reaffirms TSC’s commitment to inclusivity and support for educators living with disabilities.

The guideline guarantees that teachers with disabilities can continue their service without the added pressure of adjusting to new, potentially unsuitable environments.

4. Priority on Intra-Sub-County Transfers

When it is necessary to transfer teachers, the revised policy emphasizes that priority must initially be given to transferring them within the same sub-county, particularly in schools experiencing shortages.

Teachers will only be transferred outside their sub-counties when absolutely essential. This aims to minimize disruptions in both teachers’ personal and professional spheres.

5. Family Considerations Given New Importance

Couples who are jointly employed by the Commission and have officially declared their marital status will now be considered for placements within the same community whenever feasible.

This forward-thinking approach aims to enhance family connections, foster work-life balance, and positively impact overall teacher satisfaction and productivity.

6. Minimum Length of Stay Required Before Transfers

Teachers must have completed a minimum of three (3) years in their initial assignment before they are eligible for a transfer. For those working in North Eastern and other challenging areas, the minimum duration is extended to five (5) years, unless otherwise permitted by the Commission Secretary.

This policy supports continuity and consistency in schools while also honoring teachers’ aspirations for career advancement.

7. Priority for Those Who Have Applied for Transfer
Teachers who have officially applied for a transfer and satisfy the eligibility requirements will be prioritized first. This approach will ensure that teachers’ individual situations and preferences are taken into account whenever feasible, fostering greater satisfaction in their workplace environments.

8. Additional Considerations by the Commission

In instances where several teachers qualify for transfer according to the aforementioned guidelines, the Commission will further evaluate based on:

First in, first out factor: Those who submitted applications earlier will be prioritized first.
Gender balance: Transfers will be managed in a way that encourages gender balance within schools.
Teacher’s security: In regions where insecurity poses a risk, the teacher’s safety will be a vital deciding factor.

Why These Changes Matter

The all-encompassing new transfer policy represents an increasing awareness in the education sector that the welfare of teachers directly affects students’ educational outcomes. When teachers feel supported and safe, they can concentrate more effectively on their primary goal: educating and forming the next generation.

Integrating factors such as health conditions, disabilities, family connections, and personal safety into transfer decisions signifies a movement toward a more compassionate, teacher-focused strategy in educational management.

What Teachers Should Do

Teachers are encouraged to become acquainted with the new guidelines and ensure that all required documents—like medical certificates or marriage declarations—are accurately submitted to the Commission.

Those pursuing transfers should also be aware of the minimum stay requirements and submit their applications promptly to take advantage of the “first in, first out” preference.

As the application of these guidelines commences, it is anticipated that teachers will undergo a more equitable, transparent transfer process that more accurately reflects the realities of their personal and professional circumstances.

TSC Promotion Interview Questions for Principals and Deputy Principals

As the Teachers Service Commission (TSC) prepares to conduct promotional interviews for the 2025/2026 financial year, principals are expected to play a key role in assessing teachers’ readiness for advancement.

These interviews, which form part of TSC’s structured promotion process, rely on principals to provide detailed feedback on various aspects of a teacher’s performance, conduct, and potential.

The promotional exercise follows the advertisement of 21,313 posts earlier this year and the subsequent shortlisting of eligible candidates.

Principals’ evaluations are therefore crucial in guiding the Commission to make merit-based decisions, ensuring that only teachers who meet the required standards are considered for higher responsibilities.

TSC Interview Guide

Below are the seven key questions TSC asks principals during teacher promotion interviews.

Question 1. Knowledge of the job and performance (whether the teacher has knowledge of the subject matter and teaching methodology or lacks basic knowledge of the subject)

TSC assesses whether the teacher demonstrates strong subject-matter knowledge and mastery of effective teaching methodologies.

On this question, the principal answers whether the teacher has demonstrated excellent knowledge of the subject matter and consistently applies effective teaching methodologies in class.

It will include details of whether the lessons of the teacher are well-prepared, engaging, and adapted to meet the diverse needs of students.

The principal answers whether the teacher actively participates in departmental activities and applies innovative approaches that enhance learning outcomes.

Overall, the teacher meets and often exceeds expectations, applying their knowledge and skills effectively to promote student understanding and success.

Performance of Teachers Ranking

Outstanding (5):
The teacher must have demonstrated excellent knowledge of the subject matter and consistently apply effective teaching methodologies. Lessons are well-prepared, engaging, and adapted to meet the diverse needs of students. Performance often exceeds expectations.

Very Good (4):
The teacher has a strong grasp of the subject and teaching methods. Lessons are clear and mostly well-structured, meeting expectations while occasionally showing innovation.

Good (3):
The teacher meets most expectations in subject knowledge and teaching methods. Lessons are generally clear, but some areas may need improvement to fully engage all students.

Fair (2):
The teacher shows limited knowledge of the subject or teaching methods. Lessons sometimes fail to meet objectives, and improvement is needed in planning and delivery.

Poor (1):
The teacher lacks adequate subject knowledge and effective teaching methods. Lessons often fail to meet their objectives, and significant improvement is needed.

Question 2: Ability to coach students and participate in co-curricular activities

The principal is expected to give details on whether the teacher can participate in the co-curricular activities.

According to TSC policy on coaching, the principal oversees the implementation of induction, mentorship, and coaching programs provided by TSC-recruited teachers in public institutions.

Teachers already in service, those appointed to administrative positions, and those facing challenges in professional conduct or performance are also included in the program.

The teachers’ union developed the programme as part of a broader strategy to enhance teachers’ professional ethics and practices.

The programme focuses on capacity building in knowledge, skills, and competencies, aiming to improve teacher conduct and performance, as well as prevent disciplinary issues.

Question 3: Acceptance of responsibility (whether the teacher seeks and readily accepts responsibility at all times or is Reluctant to carry full responsibility of the post, passes it on wherever possible, etc.)

The principal will state whether the teacher effectively fulfills their roles and responsibilities while in school.

This includes:

  • Lesson Preparation: Prepares a weekly lesson note and submits it to the HOD for vetting before teaching.
  • Teaching: Covers the number of periods allocated on the timetable.
  • Record Keeping: Maintains teaching records including lesson notes, subject attendance registers, subject mark books, continuous assessment booklets, schemes of work, teacher and class timetables.
  • Classroom Management: Ensures classroom cleanliness, promotes students’ well-being, and provides guidance and support.
  • Discipline: Maintains discipline in and outside the classroom; refers serious cases to appropriate authorities.
  • Assessment: Checks and provides feedback on student work, sets and marks assignments, tests, and examination scripts promptly.
  • Examination Duties: Participates in the invigilation of internal and external examinations.
  • Meetings: Attends staff, PTA, and other meetings punctually and actively participates in discussions.
  • Extra-curricular Activities: Takes charge, alone or with other teachers, of at least one school club or society.
  • Additional Duties: Performs other assignments given by the HOD or other school authorities.

Question 4: Initiative (whether the teacher readily perceives what needs to be done and gets on with it in a practical manner or needs constant supervision).

Here, the head of the school will provide feedback indicating that a teacher’s suggestions and implementation of innovative methods contribute to school development activities and acknowledge their responsibility for professional growth.

This proactive approach has a positive impact on student engagement and overall school improvement.

Question 5: General conduct and personal characteristics, i.e., self-starter, friendly, co-operative, tactful, understanding of general office rules, sensitive to feelings of others, etc.

If the head of the institution says yes, he shall answer:  The teacher is a self-starter who approaches tasks with initiative and diligence. They maintain a friendly and cooperative attitude with colleagues and students, exercise tact in sensitive situations, and demonstrate a solid understanding of school and office rules. The teacher is also considerate of the feelings of others, contributing to a positive and respectful work environment.

Question 6: Suitability for advancement (Does the teacher, in your opinion, have the potential for further advancement? Yes or No.)

If yes, the answer from the principal shall be: Yes. The teacher has demonstrated potential for further advancement. They consistently show commitment to professional growth, take on responsibilities beyond their core duties, and apply innovative approaches in teaching. Their leadership skills, reliability, and ability to mentor other staff make them suitable for higher responsibilities.

Question 7: Overall assessment for suitability for promotion to a higher post, e.g, outstanding worker, thoroughly reliable in performance, or performance constantly below the standards required.

The principal response shall include:
The teacher is an outstanding worker who is thoroughly reliable in performance. They consistently meet and often exceed expectations in teaching, administration, and professional conduct. Their competence, dedication, and positive influence on both colleagues and students make them highly suitable for promotion to a higher post.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

Karatina University’s History

Karatina University is located on premises that had been established as the Kenya Tea Training Institute owned and managed by the then Kenya Tea Development Authority (KTDA). The site was a tea nursery set up in 1957 to initiate the Africans in the Central and Eastern Regions of Kenya into tea growing.

In April, 2007, the Kenya Tea Training Institute was taken over by Moi University from KTDA to become the Mount Kenya Campus of Moi University. The first students posted to the campus were 23 admitted to pursue school based progremmes. The Campus was thereafter renamed Central Kenya Campus of Moi University. With time, the Central Kenya Campus grew both in terms of student population and the infrastructure that it
was considered for elevation into a Constituent College. Upon the pronouncement of the Karatina University Legal Order, 2010 the Central Kenya Campus was established as a legal entity under the corporate name Karatina University College as a constituent college of Moi University. In 2013, the 3rd President of Kenya, HE Mwai Kibaki CGH awarded Karatina University a charter as a public university in Kenya.

The University is grographically  situated 15km North off Karatina town; and the University aspires to be one of the leading institutions of higher learning in Kenya, regionally and globally. The institution offers quality education in tandem with the needs and aspirations of the global village as captured in our Vision, Mission and Core Values.

Karatina University locality is rich in Agricultural soils and endowed with tourist attractions within the vicinity of snow-capped Mount Kenya. The serene environment makes it an ideal place for learning.

Garissa University’s History

Garissa University, then Garissa University College, was established by an Act of Parliament as a constituent college of Moi University through a Gazette Notice Number 116 of 9th September 2011. The University College admitted its first cohort of 480 government-sponsored students on 7th October 2013 and the second cohort of 352 students in September 2014.  In April 2015, Garissa University College experienced one the worst terror attacks in the country leading to loss of 148 lives. This led to indefinite closure of the institution. On the resumption of teaching and learning activities in January 2016, only a fraction of the nearly 900 admitted students resumed classes.

On 23rd October, 2017, Garissa University became a fully-pledged public university and the first of its kind in Northern Kenya with employees and students from all parts of the Country. Since then, the university has experienced steady growth in student population. Currently, the institution has a total of 5242 students enrolled for postgraduate, undergraduate, diploma and certificate courses. The university has had four graduation ceremonies for conferment of various degrees and award of diplomas and certificates.

The university is not only unique because of its location far from the socio-political and economic centers of the country but also because of many emerging policies, challenges, cross-border conflicts and critical institutional changes including devolution. The university inherited modest facilities from the then Garissa Teachers Training College, which in most cases was not fit for purposes of hosting fast growth and development. Nevertheless, the university has received substantial financial support from the government for capital infrastructural development to bolster teaching, learning and research activities. These include completed 962 capacity students’ hostel, ultramodern library, tuition and administration blocks. Among the pipeline projects include the proposed School of Health Sciences, a new Institute of Peace and Security Studies (IPSS) and a modern sports complex.
