KNUT calls on TSC to carry out a fair teacher recruitment

The Secretary General of the Kenya National Union of Teachers (KNUT), Collins Oyuu, has urged the Teachers Service Commission (TSC) to uphold its autonomy, mandate, and integrity in the process of recruiting teachers for public institutions.

He cautioned against political interference which he asserted has tainted the process.

Speaking at a Sunday church service at Chepkogonyo Deliverance Church in Bomet County, Oyuu conveyed his worries regarding how the recent teacher recruitment exercise was managed, attributing some of the blame to certain politicians for inappropriate meddling in what is otherwise a clear and constitutional duty of the TSC.

Oyuu claimed that some politicians across the nation were brazenly distributing TSC employment letters during funerals and political events, disregarding the traditionally established criteria, in an effort to gain political advantage, which is likely to tarnish the integrity of the teaching profession.

“The most recent teacher recruitment wasn’t conducted justly. Politicians were handing out TSC letters at funerals and barazas to gain political advantage and as a union, we feel the pain when our teachers are hired under ambiguous and questionable situations. The entire procedure leaves more questions than answers,” Oyuu remarked.

The union leader pointed out that such conduct not only undermined the credibility of the TSC but also caused unnecessary anxiety and distress for desperate job seekers.

Oyuu mentioned that KNUT secretaries from all counties have been receiving feedback from young and jobless graduate teachers who were unfairly treated and discriminated against by politicians focused solely on rewarding their supporters while distributing the letters, paying no attention to merit or graduation seniority.

He asserted that the distribution of TSC teacher recruitment forms was fraught with irregularities, and some recipients were reportedly compelled to sell their property to gather funds to purchase the forms from unscrupulous individuals.

“We have received alarming reports of young graduates and their families selling land to obtain TSC forms that were reportedly being auctioned, and this situation is unacceptable,” he noted.

Oyuu additionally stressed that KNUT had compiled adequate evidence of irregularities in the recruitment process and was prepared to submit the findings to the TSC if requested.

“We are ready to present evidence if necessary. It is high time the TSC reviews its processes and guarantees transparency throughout the entire procedure,” he remarked.

The KNUT Secretary General further appealed to the commission to strictly adhere to official recruitment protocols, such as prioritizing the year of graduation and other merit-based criteria, instead of permitting outside influences to manipulate and compromise the process.

“Let employment be determined by merit and fairness. The correct guidelines should be followed, including graduation year and academic qualifications,” Oyuu stated.

His statements coincide with the TSC’s announcement of plans to recruit 20,000 additional teachers by July this year to tackle the severe shortage of educators throughout the country.
However, Oyuu maintained that unless TSC remains transparent by adhering to its mandate, such efforts will be in vain.

“We urge TSC to demonstrate transparency in the forthcoming recruitment by refraining from involving politicians who aren’t recruitment agents in distributing the appointment letters. Let them regain the confidence of the teaching community and the public as it was,” he stated.

The issues raised by the KNUT leader regarding the recent participation of politicians and other individuals who aren’t TSC agents in teacher recruitment have since garnered public attention and are expected to attract scrutiny in the upcoming TSC recruitment drive.

Jomo Kenyatta University’s History

Jomo Kenyatta University of Agriculture and Technology is situated in Juja, 36 kilometres North East of Nairobi, along Nairobi-Thika Highway. It was started in 1981 as a Middle Level College (Jomo Kenyatta College of Agriculture and Technology (JKCAT)) by the Government of Kenya with the generous assistance from the Japanese Government. Plans for the establishment of JKCAT started in 1977. In early 1978, the founding father of the nation, Mzee Jomo Kenyatta donated two hundred hectares of farmland for the establishment of the college. The first group of students were admitted on 4th May 1981. H.E. Daniel Arap Moi formally opened JKCAT on 17th March 1982.

The first graduation ceremony was held in April 1984 with Diploma Certificates presented to graduates in Agricultural Engineering, Food Technology and Horticulture. On 1st September 1988, H.E. Daniel Arap Moi, declared JKCAT a constituent College of Kenyatta University through a legal Notice, under the Kenyatta University Act (CAP 210C). The name of JKCAT officially changed to Jomo Kenyatta University College of Agriculture and Technology (JKUCAT). It was finally established as a University through the JKUAT Act, 1994 and inaugurated on 7th December 1994.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). The Eldoret National Polytechnic is located along Eldoret-Kapsabet Road, approximately 5 kilometers from Eldoret town. It was officially opened on September 25, 1990. 
The polytechnic began modestly with a few courses and a small student body. It has since grown into a prominent institution known for its technical and vocational training programs. The main campus is located on Eldoret-Kapsabet Road, with a town campus situated in Eldoret town.

NOTE 2: All new students to pay Ksh.500 caution money and Ksh.500 registration fee.

NOTE 3: GOVERNMENT CAPITATION The total fee payable per year is Ksh.56, 420.The government will pay
sh.30,000 for each KUCCPS student. The balance of Ksh.26,420 shall be paid directly by the parent to the institution or may be raised by applying for a loan from Higher Education Loans Board (HELB).

NOTE 4: When you come to register present your letter of offer to the registry, who will check your certificates and direct you to the cash office to pay the fee payable, caution money and registration fee.

This amount does not include Exams Fees. The amount payable for KNEC can be obtained from the respective departments and must be paid before the deadline for KNEC registration. An affiliation fee charged by professional bodies is also paid separately.

The fees payable above does not include Hostel Accommodation which is very limited and may not be available. Please enquire from the Dean of students if you require hostel facilities.

The Polytechnic courses vary in duration, depending on the specific course. Generally, Craft Certificates take 1-2 years, while Diplomas can range from 2-3 yearsSome short courses, like welding or baking, may be completed in a few weeks or months.

The Eldoret National Polytechnic online application

Applications and placement to the Polytechnic are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. Start your application by clicking on this Kuccps Student Portal Link.
You can also apply directly to the institution for admission.
 
The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

The Eldoret National Polytechnic college admission requirements

To qualify for any course at Nyakach Technical Training Institute, you must first meet the requirements below;

  1. Be a Kenyan citizen and have either an Identification card or a birth certificate to prove this.
  2. You must have completed your KSCE and received your certificate.
  3. Have scored the required minimum grade as per the programme you are applying for.
  4. You need a mean grade of:
  • C– (minus) and above for diploma courses.
  • D (plain) and above for craft certificate courses
  • D – (minus) and below for artisan certificate courses

The Eldoret National Poly Kuccps application procedure

After confirming that you qualify for a course at the Technical Training Institute, the second step is to apply to the National Polytechnic. There are two ways to apply to  Vocational and Training Institute; physically collect the application letter from the institution’s admission office. Apply through the Kenya Universities and Colleges Central Placement Service (KUCCPS). As this is an online application, you must carefully follow the instructions given to ensure a successful application. The process is as given below;

  1. Log into kuccps.ac.ke.
  2. Click on the apply now tab and choose your preferred programme.
  3. Once a course is successfully selected, the website automatically redirects you to the student portal for KUCCPS.
  4. Click on the log-in prompt. You will be prompted to enter your KCSE index number, year of completion, and password as previously selected.
  5. On a successful log-in, click on institutions. Scroll through the list of available TVET colleges and select the National Polytechnic.
  6. The screen displays the college and all the courses on offer for that academic year.
  7. Click on the course you want to apply. A 7-character code appears; note this down.
  8. Click on the revision tab. Click on Apply now; it prompts you to enter the 7-character code you noted down. Enter the code and submit your application
  9. Finally, make the necessary application payments through your mode of choice from the provided list; preferably MPESA.
  10. In the KUCCPS online application, a successful submission must have the programme code, name/duration, and the institution’s name. If successfully considered, you will receive an admission letter via the portal that you download and use to get admission to the institution. Of course, you will also receive your admission results via SMS.

Kisii National Polytechnic online application

Applications and placement to the Polytechnic are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. You can also apply directly to the institution for admission.
 
The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

Kisii National Polytechnic college admission requirements

To qualify for any course at Nyakach Technical Training Institute, you must first meet the requirements below;

  1. Be a Kenyan citizen and have either an Identification card or a birth certificate to prove this.
  2. You must have completed your KSCE and received your certificate.
  3. Have scored the required minimum grade as per the programme you are applying for.
  4. You need a mean grade of:
  • C– (minus) and above for diploma courses.
  • D (plain) and above for craft certificate courses
  • D – (minus) and below for artisan certificate courses

Kisii National Poly Kuccps application procedure

After confirming that you qualify for a course at the Technical Training Institute, the second step is to apply to the National Polytechnic. There are two ways to apply to  Vocational and Training Institute; physically collect the application letter from the institution’s admission office. Apply through the Kenya Universities and Colleges Central Placement Service (KUCCPS). As this is an online application, you must carefully follow the instructions given to ensure a successful application. The process is as given below;

  1. Log into kuccps.ac.ke.
  2. Click on the apply now tab and choose your preferred programme.
  3. Once a course is successfully selected, the website automatically redirects you to the student portal for KUCCPS.
  4. Click on the log-in prompt. You will be prompted to enter your KCSE index number, year of completion, and password as previously selected.
  5. On a successful log-in, click on institutions. Scroll through the list of available TVET colleges and select the National Polytechnic.
  6. The screen displays the college and all the courses on offer for that academic year.
  7. Click on the course you want to apply. A 7-character code appears; note this down.
  8. Click on the revision tab. Click on Apply now; it prompts you to enter the 7-character code you noted down. Enter the code and submit your application
  9. Finally, make the necessary application payments through your mode of choice from the provided list; preferably MPESA.
  10. In the KUCCPS online application, a successful submission must have the programme code, name/duration, and the institution’s name. If successfully considered, you will receive an admission letter via the portal that you download and use to get admission to the institution. Of course, you will also receive your admission results via SMS.

Another Union emerges apart from Kuppet and Knut, to fight for TSC’s Sh17 billion budget

Another Union has emerged, apart from Kuppet and Knut, and is set to fight for Teachers Service Commission (TSC) Sh17 billion budget. The Kenya Independent Commissions Workers Union (KICOWU) is demanding the inclusion of its members working at the TSC Secretariat in the commission’s proposed Sh17 billion budget.

Addressing journalists in Nairobi on Tuesday, KICOWU Secretary-General Njeru Kanyamba said workers stationed at the TSC secretariat have long been excluded from budget allocations, despite performing critical roles alongside other TSC employees.

“KICOWU previously faced challenges accessing and recruiting members from these commissions, but are now seeking formal recognition and support within the budget,” said Kanyamba.

The union, which also represents workers in commissions such as the Independent Electoral and Boundaries Commission (IEBC) and the Salaries and Remuneration Commission (SRC), has faced challenges in accessing and recruiting members within these bodies.

Kanyamba further said that the union is seeking to be part of the budget, likely to enable it to effectively represent and advocate for independent commission workers.

“KICOWU has been struggling to gain access to workers in independent commissions and recruit members. This lack of access has undermined our ability to advocate for their rights,” he said.

 “We’re now seeking formal recognition and a place in the budget to better represent them.”

Kanyamba argued that as the government allocates billions to various entities, KICOWU’s role in championing fair labor practices and improved working conditions should not be sidelined.

“Our work is integral to the functioning of these commissions,” he said, noting that one of the union’s objectives is to negotiate just wages for work of equal value, and foster friendly employer-employee relationships.

1. Introduction

The Teachers Service Commission is an Independent Constitutional Commission established under Article 237 (1) of the Constitution of Kenya, 2010 with the mandate to undertake teacher management functions as prescribed in the Constitution and the Teachers Service Commission Act Cap 212 of the laws of Kenya (the Act).

Pursuant to the provisions of Article 250 (12) of the Constitution and Section 16 (1) of the Act, the Commission is seeking applications from qualified candidates for the position of the Secretary/Chief Executive Officer, who in performance of the functions and duties of office, shall be responsible to the Commission.

The Secretary shall be the Chief Executive Officer of the Commission responsible for implementation of policies, decisions and strategies of the Commission.

2. Key Duties and Responsibilities

Under the guidance of the Commission, the Secretary will be: –

(a) The head of the secretariat;

(b) The Accounting Officer of the Commission;

(c) The custodian of all records of the Commission; and

(d) Responsible for:

i) Executing decisions of the Commission;

ii) Assigning duties to and supervising the staff of the Commission;

iii) Facilitating, coordinating and ensuring the execution of the Commission’s mandate;

iv) Ensuring staff compliance with public ethics and values;

v) The proper and diligent implementation of Part IV of the Act; and

vi) The performance of such other duties as may be assigned by the Commission under the Act or any other written law.

3. Minimum Qualifications and Experience

Pursuant to Section 16 (2) of the TSC Act, Cap 212, a person is qualified for appointment as Secretary/ Chief Executive Officer of the Commission if such person—

a) Is a citizen of Kenya;

b) Holds a degree in education from a university recognized in Kenya;

c) Has had at least ten years’ experience in education, administration and management, public administration, human resource or financial management; and

d) Meets the requirements of Chapter Six of the Constitution.

4. Duration of Service

The Secretary shall hold office for a term of five years but shall be eligible for re-appointment for one further term of five years.

5. Compensation and Benefits

Compensation and Benefits for this position will be in accordance with the Guidelines issued by the Salaries and Remuneration Commission.

KNUT Urges Prompt Disbursement of Student Capitation

The Kenya National Union of Teachers (KNUT) has urged the Ministry of Education to promptly release capitation funds to schools for effective operations.

Speaking on Sunday, April 27, the union’s Secretary General, Hesbon Otieno, stated that this would facilitate the transition expected in the second term.

According to the SG, the second term is when Grade 9 students will choose their senior secondary school pathways, making sufficient funding vital for a seamless transition.

He thus called on the government to issue the capitation and any outstanding amounts from the first term before schools reopen, rather than in the middle of the term or at its conclusion.

“It is critical that the ministry provides the 30 percent that is meant to be given in the second term. They should ensure its timely release before the schools reopen, and if there are any outstanding balances from the first term, they should be disbursed to allow the schools to commence positively due to the transition,” he emphasized.

“I recognize that students are about to start selecting the pathways they will pursue in grade 10. Schools need to be prepared to guarantee that this process takes place efficiently to avoid delays or frustrations for the heads of institutions and the school management. ”

Current Grade 9 students will be the first senior secondary students under the Competency-Based Education (CBE) programme, and they will begin specializing in various pathways starting from Grade 10.

How to Select Grade 10 Subjects and schools

TSC advertises 2,014 vacancies for Primary, Juniour and Senior Schools

The Teachers Service Commission (TSC) has announced the availability of 2,014 teaching positions, a decision prompted by natural attrition, aimed at alleviating staffing shortages in educational institutions.

The newly appointed teachers will be employed on permanent and pensionable contracts, with 637 positions designated for senior secondary schools and an additional 32 for junior schools. The majority of the new hires, totaling 1,309, will be allocated to primary schools, with the application process for these positions set to conclude on May 19, 2025.

According to a TSC notice, “The Teachers Service Commission is declaring 2,014 vacancies to replace teachers who exited service through natural attrition, specifically 1,309 posts for primary schools, 32 posts for junior schools, and 673 posts for secondary schools. The recruited teachers will serve under Permanent and Pensionable terms of service.”

Public primary schools that also accommodate junior classes have faced significant staffing challenges, particularly following the transition of over one million students to Grade 9 under the competency-based curriculum (CBC).

In the previous year, the government transitioned 39,550 junior school teachers from contractual to permanent employment, while an additional 8,378 primary school educators were reassigned to junior schools as part of the curriculum upgrades. However, despite these initiatives, a severe teacher shortage persists in the 20,000 junior schools, with TSC data indicating a shortfall of 72,422 educators.

This staffing deficit has resulted in overburdened teachers, overcrowded classrooms, and a lack of subject specialists necessary for the effective implementation of the CBC. The government initiated the rollout of the CBC in 2018, introducing significant changes whereby elementary education is divided into pre-primary and primary stages, lasting two and six years, respectively. Consequently, the final year of primary education is Grade 6, after which students transition to junior secondary, encompassing Grades 7 to 9.

The CBC, which prioritizes practical learning and individualized instruction, necessitates smaller class sizes and subject-specific teaching expertise, thereby exacerbating the existing teacher shortage.

Candidates applying for the advertised positions must be Kenyan citizens, possess a P1 certificate for primary school roles, or hold a diploma in education for junior and secondary school positions, in addition to being registered teachers with the TSC. This recruitment initiative follows calls from the Kenya National Union of Teachers (Knut) for the TSC to prioritize higher academic qualifications in teacher recruitment rather than relying solely on Form Four examination results.
