Controversy Surrounds TSC Promotion Criteria for 25,000 Educators
Secondary school principals have formally communicated their dissatisfaction to the Teachers Service Commission (TSC) regarding the promotion criteria, asserting that it is inequitable for certain educators.
The principals, through the Kenya Secondary Schools Heads Association (KESSHA), have submitted a petition to both the TSC and the National Assembly, contending that the employer’s quota system for teacher promotions disproportionately disadvantages regions with a higher concentration of qualified teachers.
This petition pertains to the promotional interviews conducted in January 2025 for 19,943 positions that were advertised by the TSC at the end of the preceding year.
The implementation of a quota-based system is likely to create an environment where educators from specific regions face disadvantages, as it unjustly limits opportunities for qualified candidates from areas with a greater number of competent and deserving individuals. Conversely, it inadvertently favors candidates from regions with fewer qualified teachers, regardless of their lesser experience and lower performance evaluations, as articulated in a letter signed by KESSHA Chairman Willy Kuria.
Kuria indicated that the association escalated the matter to the National Assembly Education Committee after receiving no response from the TSC. He alleged that, in certain regions, the TSC invited teachers for interviews who had not fulfilled the requisite six-month tenure in the same job group.
“We obtained this information from county directors, and when we raised our concerns with the TSC, they did not contest the validity of the data. This situation primarily benefited areas classified as Arid and Semi-Arid Lands (ASAL),” stated Mr. Kuria.
He noted that teachers who applied for promotions to Job Group Deputy D2 and below (Deputy Principal II – Secondary School) were neither shortlisted nor invited for interviews, despite fulfilling the established criteria.
“Evidently, this discrepancy occurred in some regions, while in others, the six-month requirement was duly considered, leading to the shortlisting of teachers. Consequently, this will create significant advantages for some regions while severely disadvantaging others, which can be accurately characterized as marginalization,” Mr. Kuria remarked.
He cautioned that if this trend persists, it could result in certain teachers remaining stagnant in their job groups due to the geographical locations of their assignments.
Promotional interviews should prioritize merit, experience, and individual accomplishments. The enforcement of a regional quota system undermines these foundational principles by promoting educators based on their geographical affiliations,” the petition further asserts.
Mr. Kuria urged the commission to explore alternative strategies to foster inclusivity and diversity.
“We implore the TSC to transparently communicate the criteria and qualifications required and to adhere strictly to these standards to prevent creating a false sense of hope among applicants,” he stated.
The promotion of teachers has posed a significant challenge for the commission, primarily due to budgetary limitations, resulting in many educators remaining stagnant in their respective job groups for extended periods.
Recently, the Kenya Union of Post-Primary Education Teachers (Kuppet) demanded TSC to publish a list of all teachers who are eligible for promotion in the 2024 – 2025 cycle.
Further the union called for fair distribution of promotion vacancies across the country. According to the union, the TSC allocated vacancies equally among the 47 counties, regardless of disparities in the number of teachers in each region.
“Given the disparities in staffing levels across the country, such distribution is inherently flawed and unfair to many teachers. A county which has over 11,000 teachers has been allocated the same number of vacancies as another with just 1,000 teachers.
The clear implication is that a teacher in the smaller county is 10 times more likely to get promoted compared to his or her counterpart in the more populous county,” said Kuppet acting secretary-general Moses Nthurima.

Subjects Offered
The trainee undertaking DPTE shall take all courses specified in the DPTE curriculum which includes professional courses and subject learning areas in the Primary School Curriculum.
Award of Diploma
To be awarded the diploma, the trainee must complete the required hours for coursework and pass stipulated assessment by the college and KNEC. The trainee will be expected to also cover the stipulated hours of practicum. The diploma will be awarded by KNEC upon passing all the stipulated assessments and practicums.
The entry requirements for the Upgrade Programme to Diploma in Primary Teacher Education (UDPTE) is a Certificate in Primary Teacher Education (PTE) and TSC Registration Certificate.
Duration and Structure of the UDPTE Programme
The duration for Upgrade to DPTE shall be four (4) school terms, three (3) terms will be used for coursework and one (1) term for practicum. The coursework may be offered either in a full time mode or blended mode of study. In a full time study mode, all learning sessions will take place in the institution during school days. In the blended mode, students shall take some learning sessions in the college during school holidays and engage in self-study through projects and assignments during the school term in a distance under the supervision of college tutors.
Subjects Offered
The teachers pursuing the Upgrade Programme to DPTE shall take all professional courses specified in the DPTE Curriculum as well as Subject areas they did not specialize in during the PTE Programme. The trainnes must cover 1,200 hours for coursework and 300 hours for practicum sessions. The total numbers of hours UDPTE candidate is required to cover is 1,500 hours.
Award of Diploma
To be awarded the diploma, the trainee must complete the required hours for coursework and pass stipulated assessment by the college and KNEC. The trainee will be expected to also cover the stipulated hours of practicum. The diploma will be awarded by KNEC upon passing all the stipulated assessments and practicums.
DIPLOMA IN PRIMARY TEACHER EDUCATION (DPTE)
A DPTE Teacher Qualifies to teach in grade 1-6 (or 9 if one meets TSC employment terms for secondary school teachers) of the Kenyan Education .
This programme is now being replaced from 2024 with Diploma in Teacher Education (DTE) which is a combination of DECTE and DPTE. The graduates will teach from PP1 to Grade 6.

Entry Requirements
Diploma in Primary Teacher Education entry grade is a mean grade of C (plain) in Kenya Certificate of Secondary Education, KCSE, or its equivalent.
Candidates with disabilities will be required to have a minimum entry mean grade of C- (Minus) in KCSE
Course Duration: DPTE will take three (3) years of study in accordance with the approved Curriculum designs.
The diploma teacher trainees will cover the recommended hours for coursework, required hours for practicum and pass the assessments as directed by Kenya National Examination Council (KNEC).
The Teacher Trainee shall be required to undertake three months micro-teaching course.
The Teacher Trainee will undertake 2 terms of practicum.

The following are the recommended admission requirements for the Diploma in Primary & Early Childhood Development Teacher Education in Kenya.
ENTRY REQUIREMENTS FOR THE DIPLOMA IN PRIMARY TEACHER EDUCATION (DPTE)
a) Diploma in Primary Teacher Education (Grade 1-6) entry grade is KCSE Mean Grade of C (Plain) or its equivalent with a C (Plain) in the following cluster subjects.
i. English and Kiswahili;
ii. Mathematics;
iii. Humanities (Any);
iv. Sciences (Any).
b) For candidates with disabilities the minimum entry grade is C- (Minus) and a C- (Minus) in the cluster of subjects stated above.
c) The duration of the course shall be three (3) years in accordance with the approved Curriculum designs.
d) The Trainees shall be required to cover the recommended hours for coursework, required hours for practicum and pass the assessments as directed by Kenya National Examination Council (KNEC).

THE TTC MINIMUM DIPLOMA IN EDUCATION COURSE QUALIFICATIONS:
The TTC, just like other TTCs, offers training for both Science (Diploma in Education Science) and Arts (Diploma in Education Arts) teachers. The diploma course lasts for 3 academic years. It is a pre-requisite from the Ministry of Education that aspiring secondary school teachers should have the below minimum KCSE qualifications for entry into DTE (Diploma in Teacher Education) course. e) Science and Mathematics students should also bring a Scientific Calculator, graph book and SMP Advanced Tables 3rd edition.
f) Students are highly encouraged to come with their Smartphones, Personal laptops / Tablets
HEALTH REQUIREMENTS
Duly completed Medical Examination Form – NB: The College reserves the right to conduct its own medical examination on any student at any time (see attached medical form.)

I. Attendance to College activities
a) Attendance to scheduled activities is COMPULSORY. These include lectures, assemblies, sports and games etc
– No exemption can be granted from participation in College activities/routines on grounds of religious beliefs or philosophy.

II. Progress in Training.
Performance while in training is continuously assessed and monitored. There will be internal (College) and external (KNEC) assessments. For the internal assessments progress report will be issued every term.
III. Spiritual Welfare
The College is multi-denominational. Each one is free to practice one’s faith provided that by doing so, the rights of other students and residents are not prejudiced or compromised in any way.
IV. Clubs and Societies
Students are expected to be members of at least one and a maximum of three Clubs/Societies.

The Education Ministry’s change of heart on mathematics in senior schools is a major triumph for parents and teachers.
There has been a notable change in the mathematics curriculum for senior secondary schools, according to Julius Ogamba, the education cabinet secretary. An earlier decision allowing students to drop mathematics courses in accordance with their chosen course of study was overturned by the ministry.
Ogamba stated, “At the senior school level, mathematics will be mandatory throughout all three pathways.” STEM students will learn pure mathematics, whereas those in other pathways will learn less complex versions of the subject.
The news was released at the National Discussion on Competency-Based Curriculum on Thursday morning. The CS understood that the previous regulation, which made mathematics optional, had generated a lot of worry among instructors and parents.
The mathematics curriculum structure was redesigned through a partnership between KICD and ministry authorities. Students from the Arts, Sports Science, and Social Sciences routes will be guaranteed a quality mathematics education under the new model.
The previous CBC system divided senior secondary education into three distinct pathways. Students majoring in social sciences, arts, or sports science could choose to avoid math altogether. The ministry’s most recent math guideline was supported by Julius Bitok, the principal secretary.
The ministry will introduce differentiated mathematics curricula for different pathways, and he assured that every senior high school would implement the changes right away. Pure mathematics will continue to be required for STEM students, while other students will receive modified content.
Teachers responded positively to the ministry’s choice to maintain mathematics as a fundamental subject. The statement addressed increasing concerns that children may have gaps in their arithmetic abilities.
PS Bitok stressed the need for using mathematics to maintain educational standards. The ministry would help schools implement the revised curriculum.
Stakeholders were reassured about the ministry’s commitment to excellent education by CS Ogamba. The changes are meant to answer public concerns and raise Kenya’s educational standards. More overall problems with CBC implementation are still being handled by the Education Ministry.
The ministry committed additional funding to support the math program across all pathways, and school leaders were advised to make the necessary changes to their curriculum planning. Priority will continue to be given to initiatives for teacher training and infrastructure development.
