Aenean ligula mol stie viverra

Lorem ipsum dolor sit amet, consectetur adipiscing elit. Quo modo? Et nemo nimium beatus est. Verum hoc idem saepe faciamus. Duo Reges: constructio interrete.

  • Istam voluptatem perpetuam quis potest praestare sapienti?

Bonum incolumis acies: misera caecitas. Aliter enim nosmet ipsos nosse non possumus.

Inde igitur, inquit, ordiendum est.

At, si voluptas esset bonum, desideraret. Aliter philosophos loqui putas oportere? Ratio enim nostra consentit, pugnat oratio. Comprehensum, quod cognitum non habet? Nam aliquando posse recte fieri dicunt nulla expectata nec quaesita voluptate. Primum quid tu dicis breve?

TSC 2025 Promotion letters for C3 to C4; New Salary Scale

The Teachers Service Commission, TSC, has issued the 2025 promotion letters in all grades. Teachers who were promoted from C3 to C4 have been appointed as Senior Master IV ; T-Scale 9 (Grade C4). Acc0rding to the appointment letters seen by this writer, the appointment date is April 1st, 2025.

In 2025, the Teachers Service Commission (TSC) promoted 23,388 teachers. These promotions were part of an exercise to fill vacancies and reward deserving educators. The promotions were initially stalled due to investigations by the National Assembly’s Education Committee, but were later cleared for processing. Initially, the Commission had promted 25,252 teachers.

The promotions were based on interviews conducted in January and February of 2025; which covered nine different grades, from C2 to D5, with the largest number of promotions in grades C4 and C5. The Education Committee also directed that 1,864 teachers be removed from the list due to not meeting the minimum three-year service requirement.

In a status report addressed to the Education Committee on 27th May, TSC indicated that a total of 1,864 teachers were removed from the initial promotion list that was published early in April in compliance with the Committees resolution.

TSC CEO Nancy Macharia said the teachers were dropped because they did not meet the minimum three year requirement inline with Career Progression Guidelines (CPG) for teachers.

“In compliance with the Committees recommendations, the balance of 1,864 teachers who were promoted but have not met the requisite three year requirement has been removed from the promotion list,” said Macharia.

“In compliance with the Committees resolutions, the vacancies created from the above have been redistributed proportionally across the country based on the number of interviewed applicants,” she added.

Here is an extract from the TSC Promotion letters;

APPOINTMENT AS SENIOR MASTER IV – T-SCALE 9 (GRADE C4)

Further to your application for appointment to the grade of Senior Master IV – T-Scale 9 (Grade C4), and subsequent interview in January 2024, I am pleased to inform you that you were successful.

Accordingly, the Commission has appointed you as Senior Master IV – T-Scale 9 (Grade C4), with effect from 4/1/2025. You are retained at (current teaching station).
This offer for promotion shall lapse if not taken within thirty days from the date of this letter in accordance with regulation 81 of Code of Regulations for Teachers (2015).

The salary attached to this grade is Ksh.627,696 – Ksh.826,284 per annum.
Your performance will be evaluated based on the annual performance targets in the performance contracting and/or appraisal instruments. Accordingly, your attention is drawn to the provisions of Regulation 54 of the Code of Regulations for Teachers (2015).

Your duties and responsibilities at this level shall be guided by the provisions of the Teachers Service Commission Act (2012), Code of Regulations for Teachers (2015), Code of Conduct and Ethics for Teachers (2015), Career Progression Guidelines for Teachers (2018) and any other Legislative instruments, Policies and Administrative Circulars issued by the Commission from time to time.
On behalf of the Teachers Service Commission, I congratulate and wish you success in the performance of your duties.

NB: Your entry salary point will be communicated to you in due course through an Authorised Data Sheet.

TSC Releases new policy for teacher transfers, aims to increase fairness and transparency

The Teachers Service Commission (TSC) has introduced a framework to guide teacher transfers across Kenya’s 32,000 public schools, emphasising fairness, medical considerations and uninterrupted learning.

According to the Commission, the new policy, which seeks to seal loopholes that have previously been exploited through questionable medical records, will now be based on factors such as available vacancies, equitable staffing, and verified medical grounds.

Speaking before the Senate Education Committee, TSC Director of Staffing Antonina Lentoijoni explained that transfers will take into account vacancies, fair distribution of teachers and legitimate medical cases.

“Teachers may also seek transfers on medical grounds, but applications must be backed by reports from registered doctors and validated by school heads and county or sub-county directors,” she said.

“Local supervisors know the teachers better than we do at headquarters. Their input helps us confirm the authenticity of medical cases.”

Lentoijoni cautioned that some teachers, especially those in hardship areas like Mandera, have previously presented questionable medical records to secure transfers.

“Teachers in harsh environments can easily obtain records, whether the illness is genuine or not. Verification from field officers is critical before action is taken,” she said.

Committee chairperson Betty Montet emphasised the significance of the recent retreat in Mombasa, which focused on teacher recruitment, staffing policies and the transfer framework.

The new guidelines follow the launch of a pilot e-transfer module by TSC aimed at increasing transparency and efficiency in teacher deployment. Acting TSC CEO Evaleen Mitei said the upgraded system, which features automated matching and swap functionalities, mandatory service tenure and real-time notifications, aligns with the commission’s constitutional mandate.

Under the new system, teachers can now apply for transfers or swaps digitally. While the five-year service rule remains, applications may be made after three years in a station under exceptional circumstances.

If no match is found within 90 days, the search is automatically extended; after 180 days, a regret letter is issued. Approved transfers generate digital letters sent directly to institutions, making the process faster and more transparent.
