ONLINE DECLARATION OF 2023/2025 INCOME, ASSETS AND LIABILITIES (DIALs)

1.0 Procedures

All State and Public Officers are required to Declare their Income, Assets and Liabilities (DIAL) every two years in line with Section 31 of the Conflict Of Interest Act.

In this regard, all TSC Teachers are expected to fill the Declaration by 31st December, 2025,

In addition, Teachers who have been employed for less than two years are required to make and submit their Initial declaration while Teachers who exit service shall make and submit their final declaration.

In this regard, all TSC Teachers are expected to fill the Declaration by December, 2025.

2.0 Mode of Declaration

All teachers are required to use the Online Portal https://teachersonline.tsc.go.ke. to submit their 2023/2025 Declarations by following the prompts outlined in the DIALS Instruction Manual.

Please note that you can fill your Declaration using a desktop computer, a laptop, a tablet or smart phone.

The Commission will not accept any hard copy of the DIALs forms.

3.0 Statement Date

The Statement Date for the 2023/2025 declaration shall be November 2025, this means that the Declaration should cover the period November 2023 to 31st October 2025 both dates inclusive.

The system will be opened with effect from November 2025 and automatically close on 3F December 2025 at 12.00 midnight. Any submission made after this will not go through.

4.0 Monitoring of the Declaration

4.1 All Heads of Institutions are required to update the TMIS records for their respective schools by 29th October 2025 in order to enhance efficiency and accountability of the DIALs process.

4.2 All Heads of Institutions are also required to monitor the declaration process/ progress in their respective areas of jurisdiction and report on non-compliance as reflected in Part B in the DIALs Instruction Manual by 31st December 2025.

A preliminary report will be expected by F December 2025 indicating non-compliant teachers and probable reasons for non-compliance.

4.3 All Directors, Regional Directors, County Directors and TSC Sub County Directors should ensure that the contents of this Circular are disseminated to all Heads of Institutions who will in turn alert Teachers serving under them to provide evidence to Director Administrative Services by 19th December 2025 for accountability purposes.

5.0 Further Information

5.1 All teachers serving under TSC are required to declare their Income, Assets Liabilities.

This Will include Teachers on any kind of leave or secondment, under disciplinary such as interdictions, suspensions and those on overseas assignment or authorized absence from duty.

Interns need not declare their income, assists and liabilities.

5.2 All teachers are required to provide information on any material change in, or changes affecting any of the categories of income, assets or liabilities in the schedule of mandatory declarations that have occurred within the two-year period prior to the declaration.

“material change” means

at least twenty-five percent increase or decrease in the value of an income, asset or liability;
the disposal or acquisition of an asset or liability;
changes in marital status;
appointment to or changes in directorships;
changes in membership in companies or partnerships and other legal entities howsoever established; or
changes in membership in social associations, societies, clubs, foundations or trusts.

5.3 Any teacher who submits information that the they know, or ought to know, is false or misleading, commits an offence and shall be liable upon conviction.

Further, such staff will be subjected to administrative or disciplinary action as per the TSC Administrative Procedures on DIAL.

5.4 It is mandatory for all teachers to have an official email address which will be vital for setting, accessing and resetting individual passwords for the Declaration as applicable.

5.5 All teachers are to ensure that:

The information filled in is accurate.
All Sections of the declaration are duly filled. Incomplete declaration forms will be rejected by the system.
They press the SuBMIT button before they finally log out.
They have a Witness who should fill in details appropriately-sec witness and or inaccurate information in respect to a witness is unacceptable.
That they receive a Copy Of the duly filled DIALS on their email as confirmation of submission.

All teachers are encouraged to make their Declarations early to avoid last minute rush as that may lead to system congestion or downtime.

Wondering how to easily and quickly file your Teachers Service Commission, TSC, Wealth Declaration form? Wonder no more. Here is a simplified Step-by-step guide on how to file your TSC Wealth declaration online.

Follow these easy steps to file your returns:

Visit the official TSC wealth declaration portal by using the link: https://tsconline.tsc.go.ke/site/index.
Enter your TSC Number and Password. Incase you have forgotten your password, click on Forgot password? This will enable you to reset you password.
On successful Login, Click on the ‘Wealth Declaration’ tab and then “General Information’.
On the new window, select ‘Biannual Declaration’.
In the new window, Fill in your basic details like: Place of Birth,Current Postal Address, Marital Status and Permanent Address. If you had filled the details earlier, they will be pre-filled and hence you need not touch anything. On completion click next to save and proceed to the next step.
On the next window you will get ‘SECTION B: INCOME STATEMENT’. This includes but not Limited to, Salary & Emoluments and Income from Investments. The period is from the previous statement date to the Current Statement Date. For initial declaration, the period is the year ending on the Statement Date. Once filled, select ‘Add/ Save Income’ so that it can be saved. Fill in the details correctly and click on ‘Next’ once done. When entering the financial figures, avoid the commas; Write 100000 instead of 100,000.
The next part is ‘SECTION C: Assets As Of Statement Date’. This includes, but not Limited to Land, Buildings, Vehicles, Investments and Financial Obligations owed to the person for whom the statement is made. Once filled, select ‘Add/ Save Assets’.
After capturing all your assets, click ‘Next’. This will take you to ‘SECTION D: Liabilities As Of Statement Date’. This includes, but not Limited to Financial Obligations owed by the person submiting the statement. Once correctly entered, select ‘Add/ Save Liabilities’. Select, ‘Next’.
The new window is SECTION E: Spouse(s) and children under the age of 18 Years. Enter your dependants’ details correctly, each time clicking on the ‘Add/Save’ button. Click on ‘Next’ to move to the next window.
This window is titled ‘SECTION F: Other Relevant Information & Declaration’. Indicate other information that maybe useful or relevant. If NOT applicable Click on Next to proceed.
The next window is SECTION G: Witness. NOTE: If you wish to make Corrections or Edits, Click on the navigation menu on the left or use the Previous button below. Complete Declaration by clicking on the Submit button below and a copy will be sent to your email.
You can view the summary of your form before submitting it.

TSC Wealth Declaration (DWD), Deadline 31st December 2025

Step 1: Go to the TSC Portal

Open this link: https://tsconline.tsc.go.ke
Then select “Teachers” under Wealth Declaration (DWD).

Step 2: Log In

Use your TSC Number and password to log in.
If you forgot your password, click “Forgot password” to reset it.

Step 3: Update Your Profile

-You’ll see a few fields like:
-Email address: Enter your active email (Gmail, Yahoo, etc.)
-Gravatar email: Enter the same email or leave blank
-Phone number: Use your current phone number (e.g., 07xx xxx xxx)
-Then click “Save Profile” before proceeding.

Step 4: Fill in Personal Information

Provide:
-Your full names (as in TSC records)
-ID number
-KRA PIN
-Gender, designation, and school name
-County, sub-county, and workstation
-Double-check spellings and correctness.

Step 5: Declare Your Income, Assets, and Liabilities

-You’ll find three main sections:

A. Income
Include all sources of income, such as:

TSC salary
SACCO dividends
Rental income
Farming, business, or consultancy

Salary from TSC — Ksh 2,200,000 per year
Dividends from SACCO — Ksh 60,000 per year

B. Assets

List what you own:

Land or plots (give location, approximate value)
Houses or rental buildings
Vehicles
Bank savings, shares, or livestock

C. Liabilities

List what you owe:

Step 6: Declare Spouse and Dependents

Enter:

Spouse’s name and ID number
Children’s names and ages

If you are single or have no dependents, just select “No dependents” or type “N/A” for Not Applicable.

Step 7: Review Your Declaration

Go through all entries carefully. Ensure:

No section is left blank.
Values are realistic and consistent.
Then click “Preview” to see your full declaration summary.

Step 8: Submit

Click “Submit Declaration”

Wait for the confirmation message , “Declaration submitted successfully.”

You can then download and print a copy for your own records.

The Teachers Service Commission (TSC) has started the wealth declaration exercise for over 350,000 teachers on its payroll.

The exercise done after every two years is mandatory for all public servants and is aimed to enhance integrity in the public service.

Teachers will be required to declare details of their income, assets and liabilities and that of their dependants.

The exercise runs from 1st November till 31st December 2025. Teachers who fail to participate in this important exercise will face stiff penalties.

Some of the consequences teachers face from employer include show cause and warning letters leading to disciplinary actions, salary stoppage among others.

The Commission secretariat staff and teachers will be required to declare details of their income, assets and liabilities by 31st December 2025.

However intern teachers will be spared from this exercise. TSC carried out virtual sensitization programme before official roll out on 1st November 2025.

“The Commission is obligated to inform, sensitize and mobilize its employees to comply with various legal requirements which include Section 26 and 27 of the Public Ethics Act and Part IV (31) of the Conflict of Interest Act,” TSC said in a memo dates 26th September 2025.

Below are key wealth declaration guidelines previously issued by the Commission.

1) All teachers employed by the Commission are required to declare their Income, Assets, and liabilities including teachers on any kind of leave, Interdiction, Suspension or authorized absence from duty.

2) Intern teachers are not expected to declare their Income, Assets, and Liabilities.

3) Under the Public Officer Ethics Act any Public Officer who fails to submit a declaration or gives false or misleading information will be liable to a fine of Ksh. 1,000,000 or imprisonment for a term not exceeding one year or both upon conviction. Further, such teachers may be subjected to administrative or disciplinary action as per the TSC Administrative Procedures on DIALs.

4) The Declaration can only be accessed by individuals who have activated their official email @mwalimu.tsc.go.ke email address. This will be vital for user credibility, setting, accessing, and resetting individual passwords for the Declaration as applicable.

5) A copy of the submitted declaration will be sent automatically to the teacher’s email for reference and record.

6) Please ensure the information filled is accurate and that teachers press the SUBMIT button before logging out and that you receive a copy of the duly filled DIALs on your email as confirmation of your submission. The Commission will not accept any hard copy of the DIALS forms.

7) All sections of the declaration must be filled appropriately. Incomplete declaration forms will be rejected by the system.

In 2023, TSC listed names of over one hundred thousand teachers after they failed to declare their wealth on time.

In a separate excel sheet the Commission also listed names of teachers who complied by declaring their details of income, assets and liabilities.

In a memo TSC Director of Administrative functions, Ibrahim Mumin, then ordered immediate measures be taken to ensure more teachers declare wealth.

“You are hereby directed to do an aggressive campaign using all relevant modes of communication (e.g Whatsapp platforms, SMS e.t.c) to remind teachers and secretariat staff serving under your jurisdiction to make their submissions and avoid last minute rush when the system will be congested,” said Mumin.

The Commission digitized the wealth declaration exercise. Manual declaration is no longer accepted.

According to Section 26 and 27 of the Public Officer Ethics Act (POEA) all Public Officers are required to declare their income, assets and liabilities every two years.
