MPs compelled to clarify decision to deny promotion of teachers
The National Assembly Education Committee has been compelled to clarify the reasoning behind the decision it made to deny the recent promotion of over 25,000 teachers.
Guided by Kenya Union of Post Primary Education Teachers (KUPPET) Vihiga branch Secretary General Sabala Inyeni, KUPPET charges the Education Committee with making unjust decisions and excessively overstepping their authority, thereby disrupting the professional autonomy of the Teachers Service Commission (TSC).
Inyeni also remarked that the action was illegal and harmful to the morale and career advancement of teachers nationwide.
This follows merely a week ago after TSC CEO Nancy Mcharia faced scrutiny from lawmakers when she declared the promotions of 25,252 teachers across the nation and submitted the recommendation to the Education Committee for assessment.
The lawmakers expressed concerns regarding the fairness of the criteria used for selection and the regional distribution of the individuals who were promoted.
Nevertheless, KUPPET Vihiga officials allege that the MPs are exploiting the teachers’ recruitment and promotion process to gain political advantage in the lead-up to future elections.

Report Proposes Revised Senior School Funding Model: Implementation Date.
A recent report envisions substantial reforms to the funding systems in senior secondary schools in Kenya, aiming to align financial resources with the specific needs of the Competency-Based Curriculum (CBC).
The document, titled “Final County Dialogue Report 2025,” suggests an entirely new funding framework set to be implemented in January 2026, coinciding with the transition of the first cohort under CBC to Senior Secondary School.
This funding model will be based on pathways chosen by students, wherein technical and science subjects are likely to receive greater financial grants due to the resource-intensive nature of these subjects.
Moreover, additional reforms within the new funding mechanism will influence students’ access to structured career guidance from Grade 7, provided by the Ministry of Education, assisting students in making subject selections aligned with their interests and anticipated future careers.
Furthermore, changes to pathways will be permitted for up to two months following admission to Senior Secondary School, thus allowing greater flexibility for learners.
The report includes measures to limit the transfer of students from the same Junior School into boarding Senior Schools to a maximum of five to encourage diversity, except in regions where fewer alternatives are available within counties.
Private educational institutions will also benefit from this initiative, as the government plans to incorporate them into the national school selection portal.
However, it remains uncertain whether students selecting private schools would obtain government capitation funding similar to that provided to public school students.
The report also advocates for the inclusion of KSL in teacher training programs to address the scarcity of educators in critical fields such as Special Needs Education and vocational subjects.
Government assistance should be extended to private schools to facilitate the procurement of textbooks through a subsidization scheme, along with a comprehensive audit of school infrastructures to ensure readiness for the new pathways.
Improving digital infrastructure in rural and underserved areas will also be a priority, with recommendations for the establishment of solar-powered laboratories and mobile ICT units.
Finally, the report emphasizes the need for a re-entry framework under CBC for learners who have previously dropped out of school, allowing them another opportunity to complete their education.
If these proposals are adopted, they hold the potential to significantly transform the educational landscape in Kenya, making it more inclusive, adaptable, and appropriately aligned with the demands of a contemporary setting.

Alliance Girls High School sits on 71 acres of land and was the first African Girls High School in Kenya started for the African girl child by the Scottish Missionaries. The Presbyterian Church gave the land on which the school stands today and has remained the sponsor to-date.
The first 10 girls to the school arrived on the 28th February 1948. These girls were drawn from the different provinces in Kenya. This national outlook has been retained to-date. The school has a strong Christian tradition and way of life.

Principals Prepare for Transition of Learners to Senior School
A significant number of school principals nationwide are currently participating in training programs aimed at facilitating the transition of Junior Secondary School (JSS) students to Senior Secondary School, which is set to commence next year.
This extensive training initiative, led by the Ministry of Education and supported by the Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA), is designed to engage over 7,000 principals. The primary objective is to equip these educational leaders with the requisite knowledge and skills to effectively implement the new Competency-Based Education (CBE) framework and to guide Grade 9 students as they progress into three specialized pathways in senior secondary education: Science, Technology, Engineering, and Mathematics (STEM), Arts and Sports, and Social Sciences.
Nancy Macharia, Chief Executive Officer of the Teachers Service Commission, emphasized the pivotal role of principals in ensuring the success of this transition. She stated, “You are frontline commanders, and your leadership as principals is instrumental. It is essential to facilitate a seamless transition and the effective implementation of the CBE in senior schools.” Macharia further noted that this transition represents a significant milestone, particularly in the introduction of career pathways that align with students’ aspirations and abilities.
“As we prepare for the inaugural cohort of Grade 10 students in 2016, it is crucial to ensure that we have the necessary facilities, adequately trained educators, and a supportive learning environment,” she added. The new curriculum will introduce career specialization from Grades 10 to 12, allowing students to select from the pathways of STEM, Arts and Sports, or Social Sciences. Each student will engage in seven subjects: four core subjects—English, Kiswahili, Community Service Learning, and Physical Education—and three electives corresponding to their chosen pathway.
Macharia articulated that “the modern economy necessitates a workforce that is not only knowledgeable but also adaptable and innovative. The transition to competency-based teaching is intended to prepare learners for diverse post-secondary pathways.” The Ministry of Education has established training centers in all 47 counties and remains committed to training department heads, teachers, and support staff, thereby underscoring the national priority of this transition.
CEMASTEA Director Makoba Kizito elaborated that the training program was developed in response to a survey of 1,300 principals, which identified a need for enhanced understanding of the CBE pathways, admission criteria, and infrastructure requirements. “The STEM pathway will be mandatory in all schools, with each institution expected to offer at least one additional pathway based on its capacity,” Kizito remarked, highlighting the critical role of parents in this transition.
“Parents are integral to the transition process. They will assist students in making informed decisions regarding their educational pathways. There is a pressing need for mentorship and effective communication,” he emphasized. Willy Kuria, Chairman of the Kenya Secondary School Heads Association (KESSHA), indicated that schools are preparing to welcome students in January.
“This training has answered many of the questions we had. Now, we feel ready to welcome our first cohort of Grade 10 learners,” said Kuria.
Kuria acknowledged the initial concerns about managing the shift from the 8-4-4 system, particularly around assessments and new teaching methods.
“The CBC is the best system because it emphasizes formative assessment over high-stakes exams. It will reduce exam irregularities and help students develop practical skills,” he added.
Benson Manoo, Principal of Machakos School praised the curriculum for encouraging creativity and innovation.
“We’ve learned to make use of local resources instead of relying on expensive materials. This system trains learners to be self-reliant,” he said.
Anthony Thuo, principal of Ofafa Jericho high school pointed out the broader economic benefits of the CBC.
“Our modern economy demands more than just knowledge. It requires innovation and adaptability. The CBC is designed to equip learners for multiple post-secondary pathways,” he said.
In Busia County, Director of Education James Ekaliyo noted that the government had already constructed 418 new classrooms and ensured timely textbook delivery during the Grade 9 rollout.
“We’ve also trained principals in private schools to ensure uniform understanding and implementation of the guidelines,” Ekaliyo added.
Education Cabinet Secretary Julius Ogamba, while addressing Parliament last week, emphasized that the reforms would touch more than just principals.
“We are targeting 212,000 teachers for training before next year to ensure the system is fully prepared,” he said, adding that placement will consider students’ choices, merit, school capacity, and results from psychometric tests.
“This process will continue throughout the year. We are preparing not just our schools but the leaders in the institutions. By next year, schools will be ready to welcome the transition seamlessly,” he stated.
Controversy Surrounds TSC Promotion Criteria for 25,000 Educators
Secondary school principals have formally communicated their dissatisfaction to the Teachers Service Commission (TSC) regarding the promotion criteria, asserting that it is inequitable for certain educators.
The principals, through the Kenya Secondary Schools Heads Association (KESSHA), have submitted a petition to both the TSC and the National Assembly, contending that the employer’s quota system for teacher promotions disproportionately disadvantages regions with a higher concentration of qualified teachers.
This petition pertains to the promotional interviews conducted in January 2025 for 19,943 positions that were advertised by the TSC at the end of the preceding year.
The implementation of a quota-based system is likely to create an environment where educators from specific regions face disadvantages, as it unjustly limits opportunities for qualified candidates from areas with a greater number of competent and deserving individuals. Conversely, it inadvertently favors candidates from regions with fewer qualified teachers, regardless of their lesser experience and lower performance evaluations, as articulated in a letter signed by KESSHA Chairman Willy Kuria.
Kuria indicated that the association escalated the matter to the National Assembly Education Committee after receiving no response from the TSC. He alleged that, in certain regions, the TSC invited teachers for interviews who had not fulfilled the requisite six-month tenure in the same job group.
“We obtained this information from county directors, and when we raised our concerns with the TSC, they did not contest the validity of the data. This situation primarily benefited areas classified as Arid and Semi-Arid Lands (ASAL),” stated Mr. Kuria.
He noted that teachers who applied for promotions to Job Group Deputy D2 and below (Deputy Principal II – Secondary School) were neither shortlisted nor invited for interviews, despite fulfilling the established criteria.
“Evidently, this discrepancy occurred in some regions, while in others, the six-month requirement was duly considered, leading to the shortlisting of teachers. Consequently, this will create significant advantages for some regions while severely disadvantaging others, which can be accurately characterized as marginalization,” Mr. Kuria remarked.
He cautioned that if this trend persists, it could result in certain teachers remaining stagnant in their job groups due to the geographical locations of their assignments.
Promotional interviews should prioritize merit, experience, and individual accomplishments. The enforcement of a regional quota system undermines these foundational principles by promoting educators based on their geographical affiliations,” the petition further asserts.
Mr. Kuria urged the commission to explore alternative strategies to foster inclusivity and diversity.
“We implore the TSC to transparently communicate the criteria and qualifications required and to adhere strictly to these standards to prevent creating a false sense of hope among applicants,” he stated.
The promotion of teachers has posed a significant challenge for the commission, primarily due to budgetary limitations, resulting in many educators remaining stagnant in their respective job groups for extended periods.
Recently, the Kenya Union of Post-Primary Education Teachers (Kuppet) demanded TSC to publish a list of all teachers who are eligible for promotion in the 2024 – 2025 cycle.
Further the union called for fair distribution of promotion vacancies across the country. According to the union, the TSC allocated vacancies equally among the 47 counties, regardless of disparities in the number of teachers in each region.
“Given the disparities in staffing levels across the country, such distribution is inherently flawed and unfair to many teachers. A county which has over 11,000 teachers has been allocated the same number of vacancies as another with just 1,000 teachers.
The clear implication is that a teacher in the smaller county is 10 times more likely to get promoted compared to his or her counterpart in the more populous county,” said Kuppet acting secretary-general Moses Nthurima.

KIGARI TEACHER TRAINING COLLEGE LOCATION & HISTORY.
KIGARI TTC: St. Mark’s Kigari Primary Teachers College was established in 1910 by the Church Missionary Society as a training center for catechists and evangelists. Over time, it evolved into a hub for pioneering ideas in agriculture and social welfare. In 1935, the society launched a Normal School that trained a small number of primary school teachers for P4, P3, and P2 levels. Following Kenya’s independence in 1964, the institution was transformed into a public teachers’ training college. Its student body has grown in proportion to its physical expansion, and today, it is among the colleges offering a Diploma in Primary Teacher Education in accordance with the Ministry of Education’s Competency-Based Curriculum guidelines.
St. Mark’s Kigari Teachers Training College is sponsored by the Anglican Church of Kenya. The Anglican Church arrived in Kigari in 1910 through the efforts of Rev. John Comley, a CMS missionary. His contributions included evangelizing to the local community, providing literacy and numeracy education, and establishing a health center to care for the sick. His work led to the establishment of the college, Emmanuel Church Kigari, and several primary and secondary schools in the Mt. Kenya East region.
KIGARI TEACHER TRAINING COLLEGE KUCCPS PLACEMENT REQUIREMENTS.
Applicants seeking a chance in the primary TTCs must have at least a mean grade of C (plain) in KCSE or equivalent, while those seeking enrolment into Diploma in Secondary Education are required to have a minimum of C+ in KCSE or equivalent. Those with other qualifications different from KCSE should seek equation from Kenya National Qualifications Authority (KNQA) to enable them to apply.

Duration of the Training
The duration of Diploma in Primary Teacher Education (DPTE) is three years. The trainee is expected to cover course material for 3,000 hours.
Subjects Offered
The trainee undertaking DPTE shall take all courses specified in the DPTE curriculum which includes professional courses and subject learning areas in the Primary School Curriculum.
Award of Diploma
To be awarded the diploma, the trainee must complete the required hours for coursework and pass stipulated assessment by the college and KNEC. The trainee will be expected to also cover the stipulated hours of practicum. The diploma will be awarded by KNEC upon passing all the stipulated assessments and practicums.
The entry requirements for the Upgrade Programme to Diploma in Primary Teacher Education (UDPTE) is a Certificate in Primary Teacher Education (PTE) and TSC Registration Certificate.

The duration for Upgrade to DPTE shall be four (4) school terms, three (3) terms will be used for coursework and one (1) term for practicum. The coursework may be offered either in a full time mode or blended mode of study. In a full time study mode, all learning sessions will take place in the institution during school days. In the blended mode, students shall take some learning sessions in the college during school holidays and engage in self-study through projects and assignments during the school term in a distance under the supervision of college tutors.
Subjects Offered
The teachers pursuing the Upgrade Programme to DPTE shall take all professional courses specified in the DPTE Curriculum as well as Subject areas they did not specialize in during the PTE Programme. The trainnes must cover 1,200 hours for coursework and 300 hours for practicum sessions. The total numbers of hours UDPTE candidate is required to cover is 1,500 hours.
Award of Diploma
To be awarded the diploma, the trainee must complete the required hours for coursework and pass stipulated assessment by the college and KNEC. The trainee will be expected to also cover the stipulated hours of practicum. The diploma will be awarded by KNEC upon passing all the stipulated assessments and practicums.
DIPLOMA IN PRIMARY TEACHER EDUCATION (DPTE)
A DPTE Teacher Qualifies to teach in grade 1-6 (or 9 if one meets TSC employment terms for secondary school teachers) of the Kenyan Education .
This programme is now being replaced from 2024 with Diploma in Teacher Education (DTE) which is a combination of DECTE and DPTE. The graduates will teach from PP1 to Grade 6.

Course Duration: DPTE will take three (3) years of study in accordance with the approved Curriculum designs.
The diploma teacher trainees will cover the recommended hours for coursework, required hours for practicum and pass the assessments as directed by Kenya National Examination Council (KNEC).
The Teacher Trainee shall be required to undertake three months micro-teaching course.
The Teacher Trainee will undertake 2 terms of practicum.

II. Progress in Training.
Performance while in training is continuously assessed and monitored. There will be internal (College) and external (KNEC) assessments. For the internal assessments progress report will be issued every term.

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.
1. How you can Choose a Career Pathway:
Identify your interests and potential career aspirations.
Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
Confirm your choice to proceed with the pathway.
2. Select Subject Combinations:
The portal will provide you with a list of subject combinations available within your chosen pathway.
Choose three subject combinations that align with your interests and strengths.
3. Select Preferred Senior Schools:
For each subject combination, select four schools from the available clusters.
This ensures a diverse range of options and equal representation from different categories of schools.
A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS
• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway
The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation
Out of the 12 schools selected based on pathway;
9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.
How Placement of learners to Senior Schools (SS) at Grade 10 will be done
It will be based on:
Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in schools of choice
Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice
Admission and replacement process
Placement results will show where learners have been placed
Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
All schools, both public and private shall admit Grade 10 through KEMIS
Leaners will be entered to the KEMIS System only after reporting physically to the school.
Daily online reporting shall be monitored through KEMIS
Replacements
Schools with vacancies will declare through their respective county directors of education
Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
Priority shall be given to those who had earlier selected the schools they are requesting for Approvals by MoE shall be based on senior schools’ documented capacity
Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
Replacement will be done once and shall be irreversible
