TSC on the spotlight over the list of recently Promoted Teachers

The Teacher Service Commission (TSC) has recently published its list of 25,252 teachers who have successfully attained promotions, highlighting discrepancies among counties that have sparked concern among legislators and education stakeholders.

Machakos County led the list with 690 promotions, in stark contrast to Garissa’s 303, which is the lowest of all counties.

The data was presented to the National Assembly Committee on Education after a request from lawmakers to review the promotions.

However, the figures have elicited criticism, with concerns raised regarding the criteria applied to identify which teachers were promoted and how the slots were allocated nationwide. Legislators, spearheaded by Tinderet MP Julius Melly, have vigorously condemned the seeming uniformity in promotion distributions, hinting at deviations from historical practices and ignoring demographic realities.

Melly, who chairs the education committee, criticized the Commission for promoting certain teachers multiple times while many others have remained stagnant in the same job group for over a decade.

“How can you promote someone three times consecutively while others have been confined to one job group for over a decade? ” he inquired.

“This isn’t the first instance we’ve received such grievances from teachers. The manner in which this list was generated shows a lack of fairness. We must ascertain how the TSC reached these conclusions. ”

The National Assembly Committee on Education then dismissed the list and insisted that TSC deliver a detailed explanation regarding its promotion criteria. The commission has until Thursday to address the concerns raised by the committee.

While appearing before the MPs, TSC Chief Executive Officer Nancy Macharia defended the commission’s methodology, asserting that the promotions were guided by regulatory frameworks that ensure equity and consistency.

She referenced pertinent policies, including Regulation 73 of the Code of Regulations for Teachers, the Career Progression Guidelines, and the Policy on Selection and Appointment of Institutional Administrators.

“By aligning promotion policies with legal and regulatory frameworks, the process strictly follows Regulation 73 of the Code of Regulations for Teachers, the Career Progression Guidelines, and the Policy on Selection and Appointment of Institutional Administrators,” Macharia stated.

Despite her defense, the process has faced criticism from the Kenya Union of Post-Primary Education Teachers (Kuppet), which argued that the promotions disproportionately favored regions with fewer teachers to the detriment of more populous counties.

Moses Nthurima, the Acting Secretary-General of Kuppet, asserted that the distribution overlooked teacher population density and longstanding instances of stagnation.

He noted that many teachers who had been working in acting roles for several years were excluded, whereas some newly hired teachers were promoted in rapid succession.

“Certain regions have been placed at a disadvantage. If the 25,000 slots were not distributed proportionally, based on the number of teachers in each county, that means counties with high teacher populations are suffering. Those who have been stagnant in their job group for years have been overlooked,” Nthurima stated.

According to TSC, a total of 5,291 teachers were advanced under affirmative action for the 2024/25 financial year. The affirmative action group included Isiolo, Lamu, and Mandera counties, which received 282, 280, and 270 promotions, respectively.
On the opposite side of the scale, Kiambu had merely 46 promotions, while both Nairobi and Murang’a had 63 each. The promotions spanned job groups from C2 to D5. Grade C4 registered the most promotions at 8,508, followed by C5 at 5,425 and C3 at 4,971.

Additional grades encompassed D1 with 2,519 promotions, C2 with 1,445, and D3 with 1,410. At the senior levels, D2 had 799 promotions, D4 had 128, while just 47 teachers advanced to D5. Nthurima asserted that the process lacked equity and stated that factors such as tenure, performance, and experience were not taken into account consistently.

“The commission now claims it considered age as well, but age has never been a principal factor. The crucial aspects are years of service, duties carried out, and performance in curricular and co-curricular activities,” he remarked.

He questioned why educators who had acted in official capacities for extended periods were consistently ignored. “Some educators have functioned as deputies or principals for six or seven years and continue to be left in acting positions, while others in less densely populated counties are receiving promotions,” Nthurima expressed.

The union representative also criticized the Commission’s lack of consultation, noting that Kuppet had not been involved during the planning or execution of the promotions.

“We seek to comprehend what guided such promotions. Unless there are undisclosed factors, it is evident that many worthy teachers have been overlooked. We contacted the commission, but it has never replied. It seems the commission does not engage with unions. TSC perceives unions as inconsequential,” he stated.

Legislators and union leaders now desire that future promotion processes adopt a more consultative method, ensure accountability, and reflect both population dynamics and career stagnation issues throughout regions.

Kibwezi West Technical and Vocational College (TVC) is located near Makindu, specifically opposite the Mombasa-Nairobi road. It opened in 2018. Construction of the college started in 2014 and was completed in 2017. It was established and handed over to its founding Principal, Isaac Bwambok, who also oversaw the first student enrollment in January 2018. 
The college offers technical and business courses from Artisan to Diploma level. It is a government college.

Kibwezi Technical and Vocational College (TVC) Fees Structure

Students placed by KUCCPS receive a government capitation of around Ksh 30,000 per year. The total fees for a year is around Ksh 56,420, with the government covering a portion. Students or their guardians are responsible for the remaining balance. Additionally, the institution offers bursaries or encourage students to apply for HELB loans.

Kibwezi TVC online application

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and password. Once logged in, you can explore available programs and institutions, and then submit your preferred choices. The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

TECHNICAL AND VOCATIONAL COLLEGE FEES STRUCTURE

The annual tuition fee for TVET courses at many Kenyan Technical and Vocational Colleges (TVCs) is Ksh 67,189. This includes a government capitation of Ksh 30,000 per trainee, leaving a balance of Ksh 26,420 to be paid by the student, which can be paid in installments. Additionally, students may be eligible for a HELB loan of Ksh 40,000. Other potential costs include KUCCPS registration fees, industrial attachment fees, and examination fees.

GOVERNMENT SCHOLARSHIP AND LOAN FOR TVC STUDENTS.

Following your placement, you are eligible for a Government scholarship, Loan and Bursary to assist with your educational expenses. If you need Government financial support, you MUST make an application for consideration through the official website www.hef.co.ke. In the case Government scholarship, Loan and bursary do not cover the entire cost of your program, the deficit will be met by your parent/guardian.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and password. Once logged in, you can explore available programs and institutions, and then submit your preferred choices. – Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible
