How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools.   • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

TSC Teacher Induction Notes: The purpose of Induction

The purpose of Induction
  • To familiarize the inductee with professional obligations, relevant laws/ regulations, processes and procedures in the teaching
  • To promote compliance to the teaching standards, professional conduct and performance and improved learning
  • Ensuring the Inductee understands procedures and standard requirements which are critical in guiding their performance, professional conduct and work
  • Builds their capacity and makes them valuable team players in their institutions.
  • Composition of the Commission – Chairperson and eight (8) other members. Commission shall then appoint a Commission Secretary who is the Secretary/Chief Executive Officer and the Accounting Officer of the Commission.
  • Structure of the Teachers Service Commission – Directorates at the headquarters and also offices in the Regions, Counties, Sub Counties, Zones and Agents (BOMs) at Institutional level.
  • Legal Framework for in the Education Sector describe the legal provisions governing the Education sector and the teaching service. They include The Constitution, The TSC Act 2012, The Basic Education Act 2013, KNEC Act, 2012, KICD Act, 2012, Children’s Act, 2007, Sexual Offence Act, Code of Regulations for Teacher (CORT 2015), Code of Conduct and Ethics (COCE 2015), Basic Education Act (BEA 2013), Relevant Circulars issued from time to time.
  • Professional Conduct

Professional conduct is the process of regulating the behaviour and actions of a member of staff as provided by the Policy and Legal Framework.

  • Learner Safety, Protection and Support

All teachers and administrators are required to safeguard the rights of all children against all forms of inhuman treatment including corporal punishment. This is amplified in Section 4 of the TSC Act.

Financial Literacy Skills

Teachers are required to comply with provisions of the law through payment of relevant taxes and the Declaration of income, Assets and Liabilities.

Personal Health and Well-Being

A concept that aims at developing self- awareness and imparting skills in managing, monitoring and maintaining personal health by using positive interventions and actions. It is categorized into physical, spiritual and mental health giving the person the ability to make conscious decisions about their health.

  • Institutional Financial Management Institutional Administrators are the Accounting Officers and are bound by Article 201  of  the  Constitution  on Principles of Public Finance. They have the responsibility to comply with these principles as well as stipulations of the Public Finance Management Act and Public Procurement, Assets and Disposal Act (2015), relevant Statutory requirements and maintaining Financial Records as stipulated by the Basic Education Act (2013) and Regulations.

} Building Sustainable Institutional Culture (Institutional Memory)

Institutional culture is about the ‘Mission’, ‘Vision’, and ‘Beliefs’ that guide the behaviour of its members, teachers and students alike. It involves the underlying assumptions, attitudes, expected behaviour, values, commonly held beliefs of teachers, students, institutional Administrators, BoMs, Parents and the Institutional community that impact how the Institution operates.

} Emotional Intelligence (E.I.)

The ability to understand, use, and manage one’s emotions in positive ways to relieve stress. It should help the teacher to communicate effectively, empathize with others, overcome challenges and manage conflict. Emotional intelligence is commonly defined by four attributes namely: -Self- management, Self-awareness, Social awareness and Relationship management.

} Interpersonal Relationships and Skills

This   is   a   social   connection   or         affiliation between two or more people including loved ones,            close  friends,         acquaintances,       co- workers, and many others who make up the social connections in one’s life. It involves: – Awareness of self and others, caring for others, collaborating and working together, comforting others in times of need, use of proper                    communication      and            conflict

management and resolutions skills.

} Alcohol, Drug/Substance Abuse (A.D.A.)

It contributes to conflict, indiscipline and loss of employees at the workplace. ADA may cost the organization extensively as a result of declining health, non-commitment to duty and even deaths all resulting in low productivity.

} Conflict Resolution

A way for two or more parties to find a peaceful solution to a personal, financial, emotional or spiritual disagreement among them.

Action Research

A discipline-based process of inquiry conducted to inform the action to be taken to solve emerging challenges experienced in the classroom, school environment and the school community to improve performance and service delivery.

} Norms and Values

A norm is a standard of behavior while values refer to norms, principles and standards of behaviour expected of a teacher. The Inductee is therefore expected to understand and adhere to the principles of behaviour as stipulated in Article 10 and 232 of the Constitution and the COCE, (2015).

  • Knowledge and Information Security Management Knowledge management refers to the handling of information and resources by an individual, among groups or within an institution or organization. Information security management refers to the set of policies and procedural controls that the organization has put in place and is implementing to secure their informational assets against threats and vulnerabilities.

} Preparing for Exit

It is important that all employees prepare for exit as soon as they enter the service as they will exit the teaching service at one point through one of the following ways: – resignation, termination, dismissal, retirement, redundancy, release to other public institutions or even death.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.
  1. 1. How you can Choose a Career Pathway:

    • Identify your interests and potential career aspirations.
    • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
    • Confirm your choice to proceed with the pathway.
  2. 2. Select Subject Combinations:

    • The portal will provide you with a list of subject combinations available within your chosen pathway.
    • Choose three subject combinations that align with your interests and strengths.

TSC announces ongoing reforms to improve welfare of educators

The Teachers Service Commission (TSC) of Kenya has announced ongoing reforms aimed at enhancing the welfare of educators, which may lead to substantial changes in the policies governing recruitment, deployment, and promotion within the teaching profession.

During the second day of the annual general meeting of the Kenya Primary School Headteachers Association (KEPSHA) held at Migori Stadium, Japhet Kariuki, the regional director of the TSC for Nyanza, presented the Commission’s new initiatives designed to improve educational quality and the welfare of teachers.

Kariuki indicated that a key aspect of these reforms involves aligning teacher recruitment with the geographical origins of applicants. Specifically, the TSC plans to prioritize the hiring of teachers from the counties or regions in which they were born. This strategy aims to reduce the increasing number of transfer requests that typically follow new appointments.

“We are changing our recruitment policy where teachers will be recruited in their local areas to reduce the frequent transfer requests we receive. This will enhance school stability and ensure continuity in learning,” Kariuki said.

Kariuki disclosed that the Commission was developing new staffing norms tailored for the Competency-Based Curriculum (CBC), including comprehensive and senior secondary schools.

He invited school heads and educators to provide their input on the ideal number of learning areas a teacher should handle to inform teacher deployment ratios.

“We’re asking for your feedback as we determine the number of teachers needed per class under CBC. Your insights on the number of learning areas per teacher are crucial,” he said.

While addressing the longstanding issue of career stagnation among teachers, the director acknowledged that many educators have worked for decades without promotion.

He said the new promotion criteria prioritized the length of service and age, provided that a teacher had no disciplinary issues.

“We don’t want a teacher to start working and retire without a promotion. Age and years of service will now be major considerations to address career promotion stagnation,” Kariuki said.

He noted that going forward, teachers’ discipline records and commitment will be the key benchmarks in promotion to align them with the CBC.

On the issue of teacher interdiction, Kariuki announced a shift in how disciplinary cases, particularly those related to alcoholism and absenteeism, will be handled.

He explained that instead of immediate interdiction, affected teachers will be placed in mentorship, coaching, and rehabilitation programmes.

“Before interdiction, we want to help our teachers. If some are struggling with alcoholism or desertion, let’s support them through mentorship or even rehabilitation before pushing them out of class,” he said.

On collective bargaining, the Director confirmed that TSC is in consultation with the National Education Reform Committee (NERC) and teachers’ unions to begin negotiations for the 2025–2029 Collective Bargaining Agreement (CBA).

Among the key proposal is elongating career grades for both primary and secondary school teachers.

The Primary school teachers currently end at grade D1, but the CBA is pushing for an extension to D2, while those from Senior Secondary schools the CBA is lobbying for an extension to D6. Kariuki emphasised that if the proposal goes through, teachers will have better career progression and enumeration.

Kariuki also encouraged school heads to support the TSC’s efforts and re-affirmed the Commission’s dedication to fair treatment, continuous development, and teacher-centered reforms.

Migori Governor Dr. Ochilo Ayacko, who graced the occasion at the stadium, praised their tireless efforts in nurturing future generations, calling for improved remuneration and working conditions for school administrators.

He said that teachers were responsible for shaping children at a tender age by managing their education, health, safety, and discipline despite being underappreciated, under-resourced, and poorly compensated.

Ayacko urged the national government to reconsider the compensating head teachers, noting the pivotal role they played in laying the foundation for future professionals, leaders, and reformists.

He decried the inadequate infrastructure and lack of basic utilities in many rural schools, further highlighting the harsh conditions in which teachers operated.

Ayacko also emphasised the need for collective support from parents and communities, noting that headteachers are often unfairly blamed for poor performance while being offered minimal support.

During the conference, Ayacko reaffirmed his administration’s ongoing investment in Early Childhood Development and Education (ECDE) infrastructure.

He reported that Migori County has so far constructed 140 ECDE classrooms and that there were plans to put up 50 more in the current financial year saying 25 teachers have been recruited to replace those who had exiting teaching service.

The KEPSHA Nyanza Regional Chairperson, Elly Ondiek, lauded TSC and the county government for their continued support.

Ondiek however, he decried the challenges school heads faced mentioning, including shortages of teacher, inadequate infrastructure, and insecurity in some regions as some of them.

“We urge TSC and the Ministry of Education to fast-track teacher recruitment and provide sufficient learning materials. Headteachers are committed, but we need support to deliver,” said Ondiek.

The KEPSHA conference brought together hundreds of school heads from Kisii, Nyamira, Kisumu, Homa Bay, Siaya, and Migori counties, with discussions centered on the implementation of the Competency-Based Curriculum (CBC), teachers’ welfare, school infrastructure, and education financing.

The leaders called for multi-sectoral collaboration in addressing emerging challenges in the education sector, including mental health among teachers, the impact of climate change on school attendance, and inclusivity in education policies.

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

TECHNICAL AND VOCATIONAL COLLEGE FEES STRUCTURE

The annual tuition fee for TVET courses at many Kenyan Technical and Vocational Colleges (TVCs) is Ksh 67,189This includes a government capitation of Ksh 30,000 per trainee, leaving a balance of Ksh 26,420 to be paid by the student, which can be paid in installments. Additionally, students may be eligible for a HELB loan of Ksh 40,000. Other potential costs include KUCCPS registration fees, industrial attachment fees, and examination fees.

GOVERNMENT SCHOLARSHIP AND LOAN FOR TVC STUDENTS.

Following your placement, you are eligible for a Government scholarship, Loan and Bursary to assist with your educational expenses. If you need Government financial support, you MUST make an application for consideration through the official website www.hef.co.ke. In the case Government scholarship, Loan and bursary do not cover the entire cost of your program, the deficit will be met by your parent/guardian.

Education budget crisis looms after significant funding cuts

A large number of students in primary, junior, and senior schools are encountering a problem due to a large decrease in the Education budget by Sh62. 01 billion.

Reports presented to the MPs suggest a looming issue after funding for school meal programs, exam supervision, and the building of labs and classrooms for junior secondary schools has been slashed.

In a meeting with the Education committee led by Tinderet MP Julius Melly, Education Principal Secretary Julius Bitok told MPs that the National Treasury made these cuts on its own without discussing it with the education department.

‘No consultations’

He specifically cited Sh23 billion that the Treasury cut from the initial Budget Policy Statement passed by the National Assembly in February.

“I want to confirm that it is the National Treasury that reduced this allocation without consultations. We gave them the data [from the] National Education Management Information System (NEMIS) but with their own reasons they decided to reduce the allocation. They even reduced from what has been given in the BPS,” he said.

“The National Treasury need to answer this because some of this reduction cannot be explained, because we did our part in terms of the estimates and they went and did their own things without consultation.”

He added: “The reductions that have been received were done by Treasury unilaterally without engaging us. Whether we are having free primary and free secondary I think the answer is pure we have free primary and secondary although there are a few things need to be addressed.”

According to documents submitted to the MPs, the Free Primary Education vote has been reduced by Sh1.817 billion, with allocations cut from Sh9.7 billion to Sh7.9 billion, affecting 656,512 learners.

Of the Sh1.847 billion reduction, Sh1.2 billion comes from the Free Primary Education (FPE) capitation, while the remaining Sh700 million affects the Kenya Primary School Education Assessment (KPSEA).

Special-needs learners

The original Sh9.725 billion was intended to support 6.2 million learners funded at Sh1,420 per child, including a top-up capitation for 117,565 special-needs learners (SNE) who receive Sh2,300 each, and boarding fees for 39,056 SNE learners at Sh11,650 each.

For Free Day Secondary School Education (FDSSE), the shortfall amounts to Sh21.85 billion after the allocation was reduced from Sh76.73 billion to Sh54.88 billion, affecting 982,197 students under the program.

The Sh76.73 billion capitation was meant to finance 3.2 million secondary school students for Sh22,244 per learner and 9,243 SNE learners for Sh50,772 per learner.

In Junior School Education, the deficit amounts to Sh18.8 billion after the vote was reduced from Sh49.72 billion to Sh30.92 billion. This funding was expected to finance 3.28 million junior secondary school students at Sh15,042 per learner and 7,686 SNE learners at Sh50,772 per learner.

Bitok explained that the capitation required under junior school education for grades Seven, Eight and Nine is Sh49.7 billion to cater for an enrollment of 3.2 million learners in the 3rd term of 2025 and 3.3 million learners in the 1st and 2nd terms of 2026.

“Under the recurrent budget for the financial year 2025/2026, notable deviations between the proposed budget estimates and the ceilings provided in the approved Budget Policy statement. The Primary education program recorded a reduction of Sh1.847 billion,” he said.

He added: “Secondary Education program experienced a significant reduction amounting to Sh16.126 billion.

“The Primary cause of this deviations is the loss of capitation funding for junior school targeting Sh14.742 billion. Quality assurance and Standards program reflected a reduction of Ksh.5.327 billion.”

School feeding
The school feeding programme, which aims to provide meals to 2.6 million needy learners in the arid and semi-arid lands and urban slum areas for 180 days, has been slashed by Sh4.21 billion, from Sh7.21 billion to Sh3 billion.

“The ministry will not be able to achieve the target as a priority of the government,” Bitok stated.

The entire budget of Sh12.97 billion required for school examination and invigilation has been removed.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible
