TSC 2025 Promotion letters for C3 to C4; New Salary Scale
The Teachers Service Commission, TSC, has issued the 2025 promotion letters in all grades. Teachers who were promoted from C3 to C4 have been appointed as Senior Master IV ; T-Scale 9 (Grade C4). Acc0rding to the appointment letters seen by this writer, the appointment date is April 1st, 2025.
The promotions were based on interviews conducted in January and February of 2025; which covered nine different grades, from C2 to D5, with the largest number of promotions in grades C4 and C5. The Education Committee also directed that 1,864 teachers be removed from the list due to not meeting the minimum three-year service requirement.
In a status report addressed to the Education Committee on 27th May, TSC indicated that a total of 1,864 teachers were removed from the initial promotion list that was published early in April in compliance with the Committees resolution.
TSC CEO Nancy Macharia said the teachers were dropped because they did not meet the minimum three year requirement inline with Career Progression Guidelines (CPG) for teachers.
“In compliance with the Committees recommendations, the balance of 1,864 teachers who were promoted but have not met the requisite three year requirement has been removed from the promotion list,” said Macharia.
“In compliance with the Committees resolutions, the vacancies created from the above have been redistributed proportionally across the country based on the number of interviewed applicants,” she added.

CEMASTEA seeks enhanced funding to update and retrain Grade 10 educators.
CEMASTEA seeks enhanced funding to update and retrain Grade 10 educators.
The Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA) seeks additional funding to update and retrain educators for the Grade 10 curriculum.
Martin Mungai, the Deputy Coordinator for Science Technology, Engineering Mathematics (STEM) at CEMASTEA, stated that for the successful implementation of the Curriculum-Based Competency (CBC) syllabus, teachers must be adequately equipped.
During a weeklong workshop for Lamu County Principals, Mungai highlighted the need for more equipment and facilities, like laboratories, to ensure a successful transition and integration of STEM subjects within the CBC syllabus.
“Mungai emphasized the necessity for teachers, particularly in junior secondary schools, to undergo retraining so that STEM subjects can be fully integrated within the CBC programme as it currently stands,” said Mungai.
He also urged that teachers maintain an open and positive attitude towards the CBC programme as it continues to be implemented.
Shumi Mohammed, the Deputy Director of the Lamu Department of Education, mentioned that educators need guidance on how the CBC should be taught and embraced.
Mohammed noted that substantial awareness efforts are ongoing to guarantee the success of the new syllabus initiative in Lamu.
“Workshops of this nature equip teachers with the necessary insights on how to effectively teach and adopt the CBC, while also promoting collaboration among teachers, parents, and school administrators,” said Mohammed.
Mohammed remarked that if teachers adopt a more favorable perspective towards the CBC programme—especially in STEM education—students are likely to succeed due to the student-centered nature of CBC, in contrast to the tutor-driven approach of the 8-4-4 system.
TSC Releases new policy for teacher transfers, aims to increase fairness and transparency
The Teachers Service Commission (TSC) has introduced a framework to guide teacher transfers across Kenya’s 32,000 public schools, emphasising fairness, medical considerations and uninterrupted learning.
According to the Commission, the new policy, which seeks to seal loopholes that have previously been exploited through questionable medical records, will now be based on factors such as available vacancies, equitable staffing, and verified medical grounds.
Speaking before the Senate Education Committee, TSC Director of Staffing Antonina Lentoijoni explained that transfers will take into account vacancies, fair distribution of teachers and legitimate medical cases.
“Teachers may also seek transfers on medical grounds, but applications must be backed by reports from registered doctors and validated by school heads and county or sub-county directors,” she said.
“Local supervisors know the teachers better than we do at headquarters. Their input helps us confirm the authenticity of medical cases.”
Lentoijoni cautioned that some teachers, especially those in hardship areas like Mandera, have previously presented questionable medical records to secure transfers.
“Teachers in harsh environments can easily obtain records, whether the illness is genuine or not. Verification from field officers is critical before action is taken,” she said.
Committee chairperson Betty Montet emphasised the significance of the recent retreat in Mombasa, which focused on teacher recruitment, staffing policies and the transfer framework.
The new guidelines follow the launch of a pilot e-transfer module by TSC aimed at increasing transparency and efficiency in teacher deployment. Acting TSC CEO Evaleen Mitei said the upgraded system, which features automated matching and swap functionalities, mandatory service tenure and real-time notifications, aligns with the commission’s constitutional mandate.
Under the new system, teachers can now apply for transfers or swaps digitally. While the five-year service rule remains, applications may be made after three years in a station under exceptional circumstances.
If no match is found within 90 days, the search is automatically extended; after 180 days, a regret letter is issued. Approved transfers generate digital letters sent directly to institutions, making the process faster and more transparent.

KENYENYA TEACHER TRAINING COLLEGE LOCATION
KENYENYA TTC: Kenyenya Teachers Training College is located in Kenyenya Sub-County, Kisii County, Kenya, on a 50-acre parcel of land in Riokindo zon.
KENYENYA TEACHER TRAINING COLLEGE HISTORY.
Established in May 2012, Kenyenya Teachers Training College replaced Kisii Teachers College, which was previously integrated into Egerton University and later became Kisii University. Sponsored by the Ministry of Education, specifically the State Department of Basic Education, the college’s main responsibility is to train teachers for primary schools, covering early childhood to senior primary levels.
It is located in Kenyenya Sub-County, Kisii County, Kenya, on a 50-acre parcel of land in Riokindo zone, providing ample space for training facilities and potential expansion. Led by Colonel John Oyunge as the founding Chairman and Mr. Peter Nyambane Okirigiti as Principal, the college effectively mobilized resources and collaborated with the local community, establishing a strong foundation based on a simple blueprint that form the basis of its current structure.
In 2012, the college welcomed its inaugural batch of students, who sat for their first Primary Teachers Examination (PTE) in July 2014. Recognizing the importance of aligning the country’s educational landscape with global competitiveness, as advocated by the Sustainable Development Goal (SDG) of ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all, and in line with Kenya Vision 2030’s social pillar, which emphasizes the provision of globally competitive quality education, training, and research, the college is strategically positioned to meet the nation’s educational needs.
Presently, the college has undergone significant transformation and has emerged as a leading institution in providing competency-based curriculum and training for secondary and primary schools teachers in the broader western Kenya region.
