How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.

Juniour Schools joined to Primary Schools as Comprehensive Schools are introduced

The Ministry of Education has taken a bold step to solve management crisis in primary and junior schools.

In a surprise move Ministry led by Education Cabinet Secretary (CS) Julius Ogamba has adopted the proposals of the Presidential Working Party on Education Reforms (PWPER) that recommends joining the two institutions into one.

The PWPER proposals also put primary and junior schools under one management.

The reform team recommended joining the two institutions into one Comprehensive school.

It proposed the Comprehensive schools to be headed by one principal and two deputy principals, one incharge of primary and another for junior.

CS Ogamba now says the junior school teachers will continue to work under primary school headteachers who are also currently doubling as principals for junior schools in acting capacity.

Speaking when he appeared before the Senate on Wednesday 1st October 2025, Ogamba says currently the junior schools are operating in line with the recommendations of the education reform team.

The Teachers Service Commission (TSC) recently directed appointment of one junior school teacher to act as deputy principal signaling adoption of the PWPER proposals.

The Commission has proposed a structure in which the institution will be headed by a principal, assisted by two deputies: one for the primary section and one for the junior school.

Ms Antonina Lentoijoni, the TSC Director of Staffing, revealed this information when answering questions from senators during a meeting in Mombasa.

However the new management structure will require legal amendments to take effect.

“We actually have a challenge there. Even our junior school teachers do not respect the heads, especially when they know that they are P1 trained teachers. But this is a transitional period. Before the laws are enacted to recognise comprehensive schools, the primary school headteachers are still in charge of the junior school,” she added.

She was responding to the vice chairperson of the Senate Education Committee, Prof. Margaret Kamar, who had asked how the TSC handles issues that arise between primary school heads and junior school teachers.

“Until that happens, our headteachers are helping us, and they have guidelines on how to handle the situation. But at the moment, they are assisting us with junior school matters,” she said.

CS Ogamba had said plans are underway to reform junior schools to address a series of challenges facing the new level of education, including issues of independence, staffing and the structural framework.

He told the Senate that the Ministry is committed to reviewing the junior school system in order to respond effectively to concerns raised by teachers, parents and lawmakers.

Despite his acknowledgement that government is currently operating junior schools in line with the recommendations of the PWPER, Ogamba said consultations are still ongoing.

“The process of reforming Junior Secondary to respond to any emerging concerns is in progress. At the appropriate time, Parliament will be presented with proposals for its consideration,” Mr. Ogamba explained.

Junior school teachers have been pushing for autonomy of the institution including in countrywide demonstrations held last week.

The teachers say the junior schools are badly managed by the primary school Heads of Institutions (HOIs).

The teachers want the institution to be independent with own school administrators.

This they say will not only lead to prudent use of school resources but clear way for their own career progression.

The Cabinet Secretary also responded to a question from Senator Joe Nyutu (Murang’a), who had sought clarification on why some JSS teachers were being compelled to handle subjects outside their area of expertise.

Mr. Ogamba noted that the competency based curriculum had introduced new learning areas that did not strictly align with existing teacher specialisations.

However, he reassured Senators that steps had been taken to bridge the gaps.

“All teachers in Junior School have undergone retooling to fully equip them with the necessary pedagogical skills to handle the new curriculum. The retooling exercise covered both pedagogy and content in all learning areas,” he said.

He added that the Government had prioritised targeted recruitment and deployment of teachers in critical subjects.

“In the latest recruitment drives, teachers of sciences, mathematics and technical subjects were given priority to address the shortages in those key areas,” he explained.

Senators also pressed the Cabinet Secretary on the state of learning facilities in JSS, particularly practical spaces such as laboratories and workshops.

Mr. Ogamba acknowledged the gaps but pointed out that significant efforts had been made to strengthen infrastructure.

He cited the construction of 23,000 classrooms across the country and directed schools lacking purpose-built laboratories to repurpose existing facilities for practical learning.

“Currently, schools without dedicated laboratories have designated rooms equipped to support practical components. We have instructed Junior Schools to use their infrastructure repair, maintenance and improvement allocation to establish laboratories. This allocation provides Ksh.4,000 per learner annually,” the CS stated.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

Kuppet Condemns Parliament for Dismissing Promotion of 25,000 Teachers, Warns TSC Autonomy in Jeopardy

Personnel from the Kenya Union of Post Primary Education Teachers (KUPPET), Vihiga branch, have vehemently disagreed with the National Assembly Education Committee’s decision to annul the promotion of over 25,000 teachers, accusing Parliament of overstepping its authority and violating the independence of the Teachers Service Commission (TSC).

Headed by Branch Secretary General Sabala Inyeni, the officials characterized the decision as unlawful and detrimental to the morale and professional growth of educators. Inyeni contended that Members of Parliament did not possess the requisite authority or professional capabilities to assess eligibility for teacher promotions.

The promotions, affecting 25,252 teachers across the country, were initiated by the TSC and forwarded for examination by the National Assembly Education Committee. This sparked discussion in Parliament, as legislators questioned the criteria for selection and the geographic distribution of the promoted teachers.

Last week, the Committee, led by Tinderet MP Julius Meli, expressed concerns about what they perceived as bias, favoritism, and the advancement of inadequately qualified individuals. They also criticized the seemingly uniform allocation of promotion positions, implying that the process overlooked demographic and historical disparities.

In light of the criticism, TSC CEO Nancy Macharia defended the promotion process, asserting that it was based on legal and professional frameworks, including Regulation 73 of the Code of Regulations for Teachers, the Career Progression Guidelines, and the Policy on Selection and Appointment of Institutional Administrators.

Simultaneously, KUPPET Vihiga officials accused certain MPs of manipulating the teacher recruitment and promotion process for political gain, especially in advance of upcoming election campaigns. Inyeni alleged that some legislators had been distributing employment letters from the TSC within their constituencies, thus politicizing a process that should remain objective and professional.

KUPPET Calls for Emphasis on Funding, Not Regulation

The union has called on the National Assembly to redirect its focus towards enhancing budgetary support for the education sector, especially for the TSC. Inyeni stated that Parliament should enable promotions for additional teachers, including those who were interviewed but not promoted.

KUPPET officials cautioned that ongoing political interference in hiring and promotion could undermine the progress achieved in Kenya’s education sector. They also warned of potential mobilization against MPs engaged in what they termed irregular and unlawful practices.

Despite the Vihiga branch’s strong opposition, KUPPET National Chairman and Emuhaya MP Omboko Milemba voiced support for the Education Committee’s position.

He noted that Parliament had been requested to suspend the promotions due to what he referred to as an unfair allocation process. Milemba called for an inquiry into how the TSC allocated funds provided by Parliament, emphasizing the necessity for equitable resource distribution.

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). A staggering 98,261 teaching positions remain unfilled by TSC

A staggering 98,261 teaching positions remain unfilled as the Teachers Service Commission (TSC) has yet to hire from a pool of 343,485 registered educators. This includes 134,914 Early Childhood Development Education (ECDE) teachers, 124,061 primary school instructors, and 84,510 post-primary educators, all currently waiting for employment.

As the crisis deepens in public schools, the TSC’s outgoing chief executive, Nancy Macharia, highlighted the alarming teacher deficit, which is projected to worsen with the introduction of senior secondary schools in 2026. Macharia pointed to inadequate budget allocations as a primary cause of this shortage.

In an effort to streamline hiring, the TSC has launched an online registration portal, as explained by Education Cabinet Secretary Julius Ogamba during a Senate session. He stressed that teacher recruitment hinges on available funding and authorized positions. Responding to Senator Joyce Korir’s questions about the unemployed, Ogamba revealed that over 343,000 registered teachers are currently not in TSC employment, a figure that includes those working in private institutions or pursuing other careers.

Ogamba also admitted that the TSC lacks comprehensive data on ECDE teachers employed by county governments and is working to gather detailed statistics on unemployed registered educators.

Senators raised concerns about the trend of hiring recent graduates over those who have been waiting for years. Senate Majority Leader Aaron Cheruiyot called for a breakdown of employment data by county, highlighting the disparities in hiring practices. He noted that while some regions have welcomed graduates from as recently as 2017-2018, others still have jobless graduates from as far back as 2010.

Senator Margaret Kamar pointed out that the TSC’s evaluation criteria often favor newer graduates, leaving those who graduated in 2010 or earlier in the lurch. “It’s disheartening to see graduates waiting for over a decade while others from 2015 or 2020 find jobs,” she lamented.

Acknowledging the oversight, Ogamba admitted that the system has not adequately prioritized older graduates. “It’s a reality that some individuals remain unemployed for as long as 25 years. We are contemplating affirmative action to support those who graduated earlier,” he stated, expressing frustration over the plight of trained teachers who reach retirement age without ever securing a position.

During the recruitment process, Ogamba assured senators that the TSC aims to prioritize earlier graduates to foster fairness and mitigate the long-term unemployment issue among educators.

Ministry of Education Opens Grade 10 Senior School Selection System

The Ministry of Education officially opened the Grade 10 Senior School Selection System, enabling learners to select schools based on their preferred career pathways under the Competency-Based Curriculum (CBC).

Accessing the portal needs a login username and password through the provided link.

Learners will choose from three pathways:

  1. STEM (Science, Technology, Engineering, Mathematics)
  2. Social Sciences
  3. Creative Arts and Sports

The system helps students explore possible careers tied to each pathway and identifies schools offering the relevant programs.

Teachers and school heads are urged to support students in making informed choices aligned with their talents and career interests.

Parents are encouraged to participate actively to ensure smooth and appropriate placement for all learners.

  1. Go to any browser and search senior school selection portal and click first link
  2. On the landing page click on log in, if you’re using a mobile device, click on three bars on the far right to access login button and click.
  3. Type in the Junior School NEMIS UIC and it’s password. Please be keen here.
  4. When prompted to fill the Verification code, kindly use 54321 (Only usable during piloting).
    LOGIN SUCCESSFULL
  5. Click on PATHWAY SELECTION If you’re using a Mobile  device, click on the Three dashes on the Far left to access it.
  6. This action will avail all the KJSEA learners in Grade 9.
  7. Click on Each Learner at a time and Update their profiles .
  8. Indicate their special need type if any.
  9. Check  or click on those who were present during pathway selection e.g Parent/guardian, HOI, Learner or class teacher.
  10. Feed the Parent or guardian Information.
  11. Update Learner Location, i.e Home County and Sub-County, County and Sub-County of Residence.
  12. Indicate a comment if any. (Optional)

SELECTING LEARNERS PATHWAY

All Education Funds and Bursaries to Be Unified for Free Compulsory Basic Education

Parliament has embarked on a significant initiative to merge all current education bursaries and funding sources in order to facilitate free and compulsory basic education in Kenya.

This development follows the introduction of a motion to create an ad-hoc select committee responsible for establishing a comprehensive legal and institutional framework to support the coordinated distribution of education funds.

The motion was presented in the National Assembly by Minority Leader Junet Mohamed (Suna East), who highlighted the inefficiencies and fragmentation affecting the current education funding system.

“Our children are suffering due to the overlap and disorganization of bursary and scholarship programs across constituencies, counties, and national institutions. This initiative aims to ensure that education financing is transparent, efficient, and reaches the intended beneficiaries without political or bureaucratic interference,” Mohamed stated.

The proposed select committee will conduct a thorough analysis of existing education funds at both national and county levels, identifying overlaps, inefficiencies, and gaps in the distribution process.

Additionally, it will recommend a governance and operational model for a unified National Education Fund and propose legislation to formalize the new framework.

“We must establish a legal and institutional structure that ensures every Kenyan child has access to quality education, regardless of their economic background. Free and compulsory education should not just be a constitutional promise, but a reality,” Mohamed emphasized.

Once approved by the house, the ad-hoc committee will have a broad mandate, including engaging key stakeholders, developing eligibility and disbursement criteria, and recommending accountability measures to ensure the proper use of funds.

“We are not merely forming another committee; we are laying the groundwork for a fairer, more accountable education financing system that aligns with Vision 2030 and our constitutional responsibilities,” the Suna East lawmaker remarked.

Lawmakers have advocated for the merging and consolidation of all funds and bursaries aimed at supporting underprivileged students to address the evident funding crisis in educational institutions.

The proposed reforms aim to integrate the Higher Education and Loans Board (HELB) with all funds, including scholarships and bursaries provided by Governors and legislators at both national and local levels.

The ad-hoc committee is expected to submit its report to Parliament within 90 days.

MPs appointed to the committee include Samburu West MP Naisula Lesuuda, Omboko Milemba (Emuhaya), Mary Emaase (Teso South), Stephen Mule (Matungulu), Elijah Njoroge (Gatundu North), Udgoon Siyyad (Wajir), Obara Eve (Kabondo Kasipul), and Titus Khamala (Lurambi).

Others include Charles Onchoke (Bonchari), Clive Gisairo (Kisii), Daniel Kiili (Matuga), Caroline Ngelechei (Elgeyo Marakwet), Reuben Kiborek (Mogotio), Jane Kagiri (Laikipia), Adan Keynan (Eldas), and Amina Mnyazi (Malindi).
